A BILL
To prohibit Federal agencies from purchasing or leasing new
vehicles that are not zero-emission vehicles, and for other
purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Green Federal Fleet 4
Act’’. 5
SEC. 2. PROHIBITION ON THE PURCHASE OR LEASE OF VE-6
HICLES THAT ARE NOT ZERO-EMISSIONS VE-7
HICLES BY FEDERAL AGENCIES. 8
(a) P
ROHIBITION.—Notwithstanding any other provi-9
sion of law, except as provided in paragraph (2), the head 10

of a Federal agency may not purchase or lease a non-tac-1
tical passenger vehicle from a non-Federal entity unless 2
that vehicle is a zero-emission vehicle. 3
(b) E
XEMPTION.—The head of a Federal agency may 4
purchase or lease a non-tactical passenger vehicle from a 5
non-Federal entity that is not a zero-emission vehicle if 6
the head determines that, with respect to a particular cir-7
cumstance, using a zero-emission vehicle will not be tech-8
nically feasible. 9
(c) A
PPLICATION.—The prohibition established under 10
subsection (a) shall not apply with respect to purchases 11
made and leases entered into before the date of the enact-12
ment of this Act. 13
(d) D
EFINITIONS.—In this Act: 14
(1) Z
ERO-EMISSION VEHICLE.—The term ‘‘zero- 15
emission vehicle’’ means a passenger vehicle that 16
produces zero exhaust emissions of any criteria pol-17
lutant, precursor pollutant, or greenhouse gas, other 18
than water vapor, in any mode of operation or condi-19
tion, as determined by the Administrator of the En-20
vironmental Protection Agency. 21
(2) F
EDERAL AGENCY .—The term ‘‘Federal 22
Agency’’ means an establishment in the legislative, 23
