| 36 | 36 | | distribution, implement a strategic plan to increase vehicle 8 |

| 37 | 37 | | availability in underserved areas and all parts of the coun-9 |

| 38 | 38 | | try, and modernize the fleet with fuel-efficient and envi-10 |

| 39 | 39 | | ronmentally friendly vehicles as soon as practicable.’’. 11 |

| 44 | 44 | | ‘‘(d)(1) Not later than December 31 of each year, the 15 |

| 45 | 45 | | Postal Service shall submit an annual report to Congress 16 |
|---|
| 46 | 46 | | and the Comptroller General on the distribution of the 17 |

| 47 | 47 | | Postal Service fleet. Such report shall include detailed in-18 |

| 49 | 49 | | ‘‘(A) The current distribution of fleet vehicles 20 |
|---|
| 50 | 50 | | by State and postal region. 21 |
|---|
| 51 | 51 | | ‘‘(B) Steps taken to enhance vehicle distribu-22 |

| 69 | 69 | | ‘‘(iii) county with limited postal facilities 12 |

| 70 | 70 | | and mail delivery delays that exceed the na-13 |
|---|
| 71 | 71 | | tional average of delays by at least 20 percent; 14 |
|---|
| 72 | 72 | | ‘‘(iv) urban neighborhood (as that term is 15 |
|---|
| 73 | 73 | | defined by the Bureau of the Census) with a 16 |
|---|
