To amend title 39, United States Code, to modernize and
enhance the fair distribution of the Postal Service, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Fair Allocation and 4
Improvement of Regional Fleets Act’’ or the ‘‘FAIR Fleets 5
Act’’. 6

SEC. 2. MODERNIZATION AND FAIR DISTRIBUTION OF 1
POSTAL SERVICE FLEET. 2
(a) P
OSTALPOLICY.—Section 101 of title 39, United 3
States Code, is amended by adding at the end the fol-4
lowing: 5
‘‘(h) The Postal Service shall conduct an ongoing 6
comprehensive assessment of Postal Service fleet vehicle 7
distribution, implement a strategic plan to increase vehicle 8
availability in underserved areas and all parts of the coun-9
try, and modernize the fleet with fuel-efficient and envi-10
ronmentally friendly vehicles as soon as practicable.’’. 11
(b) A
NNUALREPORT.—Section 403 of title 39, 12
United States Code, is amended by adding at the end the 13
following: 14
‘‘(d)(1) Not later than December 31 of each year, the 15
Postal Service shall submit an annual report to Congress 16
and the Comptroller General on the distribution of the 17
Postal Service fleet. Such report shall include detailed in-18
formation on the following: 19
‘‘(A) The current distribution of fleet vehicles 20
by State and postal region. 21
‘‘(B) Steps taken to enhance vehicle distribu-22
tion in underserved areas. 23
‘‘(C) Recommendations for further improve-24
ments. 25

‘‘(2) For the purposes of this subsection and section 1
101(h)— 2
‘‘(A) the term ‘rural area’ is any territory, pop-3
ulation, or housing unit located outside of urbanized 4
areas and urban clusters (as those terms are defined 5
by the Bureau of the Census); and 6
‘‘(B) the term ‘underserved area’ means any— 7
‘‘(i) rural area; 8
‘‘(ii) postal region of the Nation where at 9
least 50 percent of Postal Service fleet vehicles 10
are beyond their intended service life; 11
‘‘(iii) county with limited postal facilities 12
and mail delivery delays that exceed the na-13
tional average of delays by at least 20 percent; 14
‘‘(iv) urban neighborhood (as that term is 15
defined by the Bureau of the Census) with a 16
poverty rate above 20 percent; or 17
‘‘(v) indigenous and Tribal lands.’’. 18
(c) A
PPLICATION.—The amendments made by this 19
section shall take effect beginning on the date that is 180 20
days after the date of the enactment of this Act. 21
