32 | 32 | | NGENERAL.—The Secretary of Health and 3 |

33 | 33 | | Human Services, in consultation with the Secretary of 4 |

34 | 34 | | Housing and Urban Development and the heads of other 5 |

35 | 35 | | relevant agencies engaged in regulating building codes de-6 |
---|
36 | 36 | | termined necessary by the Secretary of Health and 7 |
---|
37 | 37 | | Human Services, shall award grants to local governments 8 |
---|
38 | 38 | | for the training of local enforcement officers on public 9 |
---|
39 | 39 | | health threats arising from violations of building codes. 10 |

41 | 41 | | SE OFFUNDS.—A local government receiving 11 |
---|
42 | 42 | | a grant under this section shall use the grant to— 12 |
---|
43 | 43 | | (1) develop and implement a training program 13 |
---|
44 | 44 | | for local enforcement officers on recognizing and re-14 |
---|
45 | 45 | | sponding to public health threats described in sub-15 |
---|
46 | 46 | | section (a); 16 |
---|
47 | 47 | | (2) partner with other local governments to col-17 |
---|
48 | 48 | | laborate on such training; 18 |
---|
49 | 49 | | (3) in carrying out paragraphs (1) and (2), co-19 |
---|
50 | 50 | | ordinate with— 20 |
---|
51 | 51 | | (A) relevant offices and agencies of the 21 |
---|
52 | 52 | | Federal, State, and local government, such as a 22 |
---|
53 | 53 | | public health department; or 23 |
---|
54 | 54 | | (B) nongovernmental organizations with 24 |
---|
55 | 55 | | issue area expertise; and 25 |
---|

65 | 65 | | Secretary at such time, in such manner, and containing 6 |

66 | 66 | | such information as the Secretary may require. 7 |

69 | 69 | | tion, the Secretary shall give priority to applicants based 9 |
---|
70 | 70 | | on— 10 |
---|
71 | 71 | | (1) their capacity to provide the training de-11 |
---|
72 | 72 | | scribed in subsection (a); and 12 |
---|
73 | 73 | | (2) prioritizing areas where threats have been 13 |
---|

76 | 76 | | EFINITION.—In this section, the term ‘‘enforce-15 |
---|
77 | 77 | | ment officers’’ means those carrying out enforcement ac-16 |
---|
78 | 78 | | tivities and implement relevant consensus-based codes, 17 |

79 | 79 | | specifications, and standards that establish minimum ac-18 |
---|
80 | 80 | | ceptable criteria for the design, construction, and mainte-19 |
---|
