2323 This Act may be cited as the ‘‘Safety Training for 4
2424 Officers on Public Health Threats Act’’ or the ‘‘STOP 5
2525 Health Threats Act’’. 6

3131 (a) I
3232 NGENERAL.—The Secretary of Health and 3
3333 Human Services, in consultation with the Secretary of 4
3434 Housing and Urban Development and the heads of other 5
3535 relevant agencies engaged in regulating building codes de-6
3636 termined necessary by the Secretary of Health and 7
3737 Human Services, shall award grants to local governments 8
3838 for the training of local enforcement officers on public 9
3939 health threats arising from violations of building codes. 10
4040 (b) U
4141 SE OFFUNDS.—A local government receiving 11
4242 a grant under this section shall use the grant to— 12
4343 (1) develop and implement a training program 13
4444 for local enforcement officers on recognizing and re-14
4545 sponding to public health threats described in sub-15
4646 section (a); 16
4747 (2) partner with other local governments to col-17
4848 laborate on such training; 18
4949 (3) in carrying out paragraphs (1) and (2), co-19
5050 ordinate with— 20
5151 (A) relevant offices and agencies of the 21
5252 Federal, State, and local government, such as a 22
5353 public health department; or 23
5454 (B) nongovernmental organizations with 24
5555 issue area expertise; and 25

5959 (4) carry out any other activities deemed appro-1
6060 priate by the Secretary for training described in sub-2
6161 section (a). 3

6363 PPLICATION.—To seek a grant under subsection 4
6464 (a), a local government shall submit an application to the 5
6565 Secretary at such time, in such manner, and containing 6
6666 such information as the Secretary may require. 7

6868 RIORITY.—In awarding grants under this sec-8
6969 tion, the Secretary shall give priority to applicants based 9
7070 on— 10
7171 (1) their capacity to provide the training de-11
7272 scribed in subsection (a); and 12
7373 (2) prioritizing areas where threats have been 13
7474 identified. 14
7575 (e) D
7676 EFINITION.—In this section, the term ‘‘enforce-15
7777 ment officers’’ means those carrying out enforcement ac-16
7878 tivities and implement relevant consensus-based codes, 17
7979 specifications, and standards that establish minimum ac-18
8080 ceptable criteria for the design, construction, and mainte-19
8181 nance of residential structures and facilities. 20
