GRANTS TO TRAIN LOCAL ENFORCEMENT OFFI-1 CERS ON PUBLIC HEALTH THREATS. 2 (a) I NGENERAL.—The Secretary of Health and 3 Human Services, in consultation with the Secretary of 4 Housing and Urban Development and the heads of other 5 relevant agencies engaged in regulating building codes de-6 termined necessary by the Secretary of Health and 7 Human Services, shall award grants to local governments 8 for the training of local enforcement officers on public 9 health threats arising from violations of building codes. 10 (b) U SE OFFUNDS.—A local government receiving 11 a grant under this section shall use the grant to— 12 (1) develop and implement a training program 13 for local enforcement officers on recognizing and re-14 sponding to public health threats described in sub-15 section (a); 16 (2) partner with other local governments to col-17 laborate on such training; 18 (3) in carrying out paragraphs (1) and (2), co-19 ordinate with— 20 (A) relevant offices and agencies of the 21 Federal, State, and local government, such as a 22 public health department; or 23 (B) nongovernmental organizations with 24 issue area expertise; and 25 VerDate Sep 11 2014 01:20 May 08, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3099.IH H3099 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 3099 IH (4) carry out any other activities deemed appro-1 priate by the Secretary for training described in sub-2 section (a). 3 (c) A PPLICATION.—To seek a grant under subsection 4 (a), a local government shall submit an application to the 5 Secretary at such time, in such manner, and containing 6 such information as the Secretary may require. 7 (d) P RIORITY.—In awarding grants under this sec-8 tion, the Secretary shall give priority to applicants based 9 on— 10 (1) their capacity to provide the training de-11 scribed in subsection (a); and 12 (2) prioritizing areas where threats have been 13 identified. 14 (e) D EFINITION.—In this section, the term ‘‘enforce-15 ment officers’’ means those carrying out enforcement ac-16 tivities and implement relevant consensus-based codes, 17 specifications, and standards that establish minimum ac-18 ceptable criteria for the design, construction, and mainte-19 nance of residential structures and facilities. 20 Æ VerDate Sep 11 2014 01:20 May 08, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3099.IH H3099 ssavage on LAPJG3WLY3PROD with BILLS
