A BILL
To amend the Head Start Act to permit some teachers
in Early Head Start programs to teach while earning
a child development associate credential.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Head start Education 4
And Development Workforce Advancement and Yield Act’’ 5
or the ‘‘HEADWAY Act’’. 6
SEC. 2. TEACHERS IN EARLY HEAD START PROGRAMS. 7
Section 645A(h) of the Head Start Act (42 U.S.C. 8
9840a(h)) is amended— 9

(1) in paragraph (1)— 1
(A) by striking ‘‘, not later than Sep-2
tember 30, 2010, all teachers’’ and inserting 3
‘‘at least one teacher per classroom who is’’; 4
(B) by striking ‘‘Early Head Start pro-5
grams located in Early Head Start centers, 6
have a minimum’’ and inserting ‘‘an Early 7
Head Start program located in an Early Head 8
Start center, has a minimum’’; 9
(C) by striking ‘‘have been trained (or 10
have’’ and inserting ‘‘has been trained (or has’’; 11
and 12
(D) by striking ‘‘and’’ at the end; 13
(2) by redesignating paragraph (2) as para-14
graph (3); 15
(3) by inserting after paragraph (1) the fol-16
lowing: 17
‘‘(2) ensure that— 18
‘‘(A) each additional teacher providing di-19
rect services to children and families described 20
in paragraph (1) is working towards earning a 21
credential that is, at a minimum, a child devel-22
opment associate credential and towards com-23
pleting training (or equivalent coursework in 24
early childhood development); and 25

‘‘(B) during the period in which such a 1
teacher is working towards earning that creden-2
tial and completing that training or coursework, 3
the Early Head Start agency employing the 4
teacher shall provide a mentor to oversee the 5
progress and guide the work of the teacher to-6
wards earning that credential and completing 7
that training or coursework; and’’; and 8
(4) in paragraph (3), as so redesignated— 9
(A) by striking ‘‘not later than September 10
30, 2012, all such teachers’’ and inserting ‘‘at 11
least one teacher per classroom providing direct 12
services to children and families described in 13
paragraph (1) has’’; 14
(B) by striking ‘‘(or have’’ and inserting 15
‘‘(or has’’; and 16
(C) by striking the period at the end and 17
inserting ‘‘, and that each additional teacher 18
providing direct services to such children and 19
families is working towards completing that 20
training or coursework.’’. 21
