42 | 42 | | the whole number of each House of Congress shall provide 15 |

43 | 43 | | by law for a specific excess of such debt for specified rea-16 |

44 | 44 | | sons by a rollcall vote each fiscal year. 17 |

46 | 46 | | ECTION3. Prior to each fiscal year, the President 18 |

47 | 47 | | shall transmit to the Congress a proposed budget for the 19 |
