To require fair shipping prices for noncontiguous areas of 
the United States, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Affordable Shipping 4
for All Act’’. 5
SEC. 2. PROHIBITION ON HIGHER SHIPPING FEES. 6
No shipping service may exceed the shipping charge 7
for the same product to and from a location in the contig-8

producer good to the noncontiguous area of the United 2
States. 3
SEC. 3. PROHIBITION ON EXCLUDING NONCONTIGUOUS 4
AREAS. 5
No shipping service may exclude— 6
(1) a noncontiguous area of the United States 7
from its shipping polices; or 8
(2) a noncontiguous area of the United States 9
from shipping to its location. 10
SEC. 4. EXEMPTIONS. 11
Any consumer product or producer good valued at 12
more than $10,000 shall be exempt from the requirements 13
of this Act. 14
SEC. 5. DEFINITIONS. 15
In this Act: 16
(1) C
ONSUMER PRODUCTS .—The term ‘‘con-17
sumer products’’ means the finished commodities for 18
end-user use that will go directly to the consumer. 19
(2) C
ONTIGUOUS UNITED STATES .—The term 20
‘‘contiguous United States’’ shall refer to the 48 21
contiguous States and the District of Columbia. 22
(3) N
ONCONTIGUOUS AREA .—The term ‘‘non-23
contiguous area’’ means any part of the United 24
States not physically connected to the contiguous 25

United States, including Alaska and Hawaii and any 1
commonwealth, territory, or possession of the United 2
States, including Puerto Rico, Guam, the U.S. Vir-3
gin Islands, American Samoa, and the Northern 4
Mariana Islands. 5
(4) P
RODUCER GOODS .—The term ‘‘producer 6
goods’’ means raw materials used to produce other 7
products. 8
(5) S
HIPPING SERVICES.—The term ‘‘shipping 9
service’’— 10
(A) means private companies whose pri-11
mary business model is the transporting of 12
products for retailers; and 13
(B) includes the United States Postal 14
Service. 15
