| 35 | 35 | | ated by a unit of State or local government, is 10 |

| 36 | 36 | | a public or private non-profit corporation which 11 |
|---|
| 37 | 37 | | is formally granted governmental powers by a 12 |
|---|
| 38 | 38 | | unit of State or local government, or is a pri-13 |
|---|
| 39 | 39 | | vate non-profit rural emergency hospital which 14 |
|---|
| 40 | 40 | | has a contract with a State or local government 15 |
|---|
| 41 | 41 | | to provide health care services to low income in-16 |
|---|
| 42 | 42 | | dividuals who are not entitled to benefits under 17 |
