| 19 | 19 | | NGENERAL.—The President shall— 5 |

| 20 | 20 | | (1) impose a duty on imports of any good into 6 |

| 21 | 21 | | the United States in an amount equal to 10 percent 7 |

| 22 | 22 | | ad valorem of the good for each calendar year begin-8 |
