A BILL
To impose additional duties on imports of goods into the
United States.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. IMPOSITION OF ADDITIONAL DUTIES ON IM-3
PORTS OF GOODS INTO THE UNITED STATES. 4
(a) I
NGENERAL.—The President shall— 5
(1) impose a duty on imports of any good into 6
the United States in an amount equal to 10 percent 7
ad valorem of the good for each calendar year begin-8
ning on or after the date of the enactment of this 9
Act; and 10

(2) for each calendar year beginning after the 1
calendar year referred to in paragraph (1)— 2
(A) if the United States has a deficit in 3
the trade of goods and services generally for the 4
immediately preceding calendar year, increase 5
the duty imposed under paragraph (1) on such 6
good by an additional amount equal to 5 per-7
cent ad valorem of the good; or 8
(B) if the United States has a balance or 9
surplus in the trade of goods and services gen-10
erally for the immediately preceding calendar 11
year, decrease the duty imposed under para-12
graph (1) on such good by an amount equal to 13
5 percent ad valorem of the good for each cal-14
endar year beginning after the calendar year re-15
ferred to in paragraph (1), except that the duty 16
imposed under paragraph (1) on such good 17
shall not be reduced below $0. 18

UTIESTOBECONSIDEREDADDITIONALDU-19
TIES.—The duty required by subsection (a) with respect 20
to a good is in addition to any other duty imposed by law 21
with respect to the good. 22
