2828 The Higher Education Act of 1965 (20 U.S.C. 1001 3
2929 et seq.) is amended by inserting after section 117 the fol-4

3131 ‘‘SEC. 117A. PROHIBITION ON GIFTS FROM CERTAIN COUN-6
3232 TRIES. 7
3333 ‘‘(a) I
3434 NGENERAL.—Beginning on the date of the en-8
3535 actment of this section, an institution of higher education 9
3636 that receives funds under this Act may not receive a gift 10
3737 from— 11
3838 ‘‘(1) a country that, as of such date of enact-12
3939 ment, has provided material support to a foreign ter-13
4040 rorist organization, as determined by the Secretary 14
4141 of State; or 15
4242 ‘‘(2) China, Russia, North Korea, or Iran. 16
4343 ‘‘(b) R
4444 EPORTING.—In order to continue to be eligible 17
4545 to receive funds under this Act, an institution described 18
4646 in subsection (a) must, for each instance where such insti-19
4747 tution is offered a gift from a country described in such 20
4848 subsection, report such offer to the Secretary. 21
4949 ‘‘(c) D
5050 EFINITIONS.—In this section: 22
5151 ‘‘(1) M
5252 ATERIAL SUPPORT.—The term ‘material 23
5353 support’ has the meaning given the term ‘material 24
5454 support and resources’ in section 2339A(b) of title 25
5555 18, United States Code. 26
