A BILL 
To amend the Higher Education Act of 1965 to prohibit 
institutions of higher education from receiving gifts from 
certain countries, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Foreign Gifts Act 4
of 2025’’. 5

SEC. 2. PROHIBITION ON GIFTS FROM CERTAIN COUN-1
TRIES. 2
The Higher Education Act of 1965 (20 U.S.C. 1001 3
et seq.) is amended by inserting after section 117 the fol-4
lowing: 5
‘‘SEC. 117A. PROHIBITION ON GIFTS FROM CERTAIN COUN-6
TRIES. 7
‘‘(a) I
NGENERAL.—Beginning on the date of the en-8
actment of this section, an institution of higher education 9
that receives funds under this Act may not receive a gift 10
from— 11
‘‘(1) a country that, as of such date of enact-12
ment, has provided material support to a foreign ter-13
rorist organization, as determined by the Secretary 14
of State; or 15
‘‘(2) China, Russia, North Korea, or Iran. 16
‘‘(b) R
EPORTING.—In order to continue to be eligible 17
to receive funds under this Act, an institution described 18
in subsection (a) must, for each instance where such insti-19
tution is offered a gift from a country described in such 20
subsection, report such offer to the Secretary. 21
‘‘(c) D
EFINITIONS.—In this section: 22
‘‘(1) M
ATERIAL SUPPORT.—The term ‘material 23
support’ has the meaning given the term ‘material 24
support and resources’ in section 2339A(b) of title 25
18, United States Code. 26

‘‘(2) FOREIGN TERRORIST ORGANIZATION .— 1
The term ‘foreign terrorist organization’ means an 2
entity designated by the Secretary of State under 3
section 219 of the Immigration and Nationality Act 4
(8 U.S.C. 1189).’’. 5
