A BILL 
To amend title 10, United States Code, to include a single 
comprehensive disability examination as part of the re-
quired Department of Defense physical examination for 
separating members of the Armed Forces, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Veterans Affairs 4
Transfer of Information and Sharing of Disability Exam-5
ination Procedures With DOD Doctors Act’’. 6

SEC. 2. INCLUSION OF SINGLE COMPREHENSIVE DIS-1
ABILITY EXAMINATION AS PART OF RE-2
QUIRED DEPARTMENT OF DEFENSE PHYS-3
ICAL EXAMINATION FOR SEPARATING MEM-4
BERS OF THE ARMED FORCES. 5
Section 1145(a)(5) of title 10, United States Code, 6
is amended by adding at the end the following new sub-7
paragraphs: 8
‘‘(E) If a member of the Armed Forces who is re-9
quired to receive a physical examination under subpara-10
graph (A) has or is believed to have a medical condition 11
that will or may make the member eligible for disability 12
compensation and benefits from the Department of Vet-13
erans Affairs, the physical examination shall be performed 14
by a health care provider who is certified by the Secretary 15
of Veterans Affairs to determine such eligibility. If such 16
a condition is discovered during the physical examination 17
and the health care provider performing the examination 18
is not certified by the Secretary of Veterans Affairs, the 19
examination shall be completed by a health care provider 20
certified by the Secretary of Veterans Affairs. 21
‘‘(F) An eligibility determination made as part of a 22
physical examination under subparagraph (C) shall be 23
binding on the Department of Veterans Affairs and be 24
used as the basis for assigning a disability rating for the 25
separating member.’’. 26

VETERANS AFFAIRS JOINT RECORDKEEPING 2
SYSTEM. 3
The Secretary of Veterans Affairs and the Secretary 4
of Defense shall jointly establish a system to be used by 5
both the Department of Defense and the Department of 6
Veterans Affairs to establish and maintain the medical 7
and personnel records of members of the Armed Forces 8
and veterans. Such system shall provide for data sharing 9
between the Department of Defense and the Department 10
of Veterans Affairs. 11
