4545 NGENERAL.—Section 402 of the Congressional 6
4646 Budget Act of 1974 (2 U.S.C. 653) is amended— 7
4747 (1) by striking ‘‘The Director’’ and inserting 8

5050 NGENERAL.—The Director’’; and 10
5151 (2) by adding at the end the following: 11

5353 UBLICATION OFMODELS ANDDATA.—The Di-12
5454 rector of the Congressional Budget Office shall make 13
5555 available to Members of Congress and make publicly avail-14
5656 able on the website of the Congressional Budget Office— 15
5757 ‘‘(1) each fiscal model, policy model, and data 16
5858 preparation routine used by the Congressional Budg-17
5959 et Office in estimating the costs and other fiscal, so-18
6060 cial, or economic effects of legislation, including esti-19
6161 mates prepared under subsection (a); 20
6262 ‘‘(2) any update of a model or routine described 21
6363 in paragraph (1); 22
6464 ‘‘(3) subject to paragraph (4), for each estimate 23
6565 of the costs and other fiscal effects of legislation, in-24
6666 cluding estimates prepared under subsection (a), the 25
6767 data, programs, models, assumptions, and other de-26

7373 ner sufficient to permit replication by individuals not 3
7474 employed by the Congressional Budget Office; and 4
7575 ‘‘(4) for any data that is required not to be dis-5
7676 closed by the Congressional Budget Office— 6
7777 ‘‘(A) a complete list of all data variables 7
7878 for such data; 8
7979 ‘‘(B) descriptive statistics for all data vari-9
8080 ables for such data (including averages, stand-10
8181 ard deviations, number of observations, and cor-11
8282 relations to other variables), to the extent that 12
8383 the descriptive statistics do not violate the rule 13
8484 against disclosure; 14
8585 ‘‘(C) a reference to the statute requiring 15
8686 that the data not be disclosed; and 16
8787 ‘‘(D) information regarding how to contact 17
8888 the individual or entity who has unrestricted ac-18
8989 cess to the data.’’. 19

9191 FFECTIVEDATE.—The amendments made by 20
9292 subsection (a) shall apply on and after the date that is 21
9393 6 months after the date of enactment of this Act. 22
