3232 This Act may be cited as the ‘‘Protecting Resources 4
3333 Of Taxpayers to Eliminate Childhood Transgender Sur-5
3434 geries Act of 2025’’ or the ‘‘PROTECTS Act of 2025’’. 6

4242 NGENERAL.—Notwithstanding any other provi-4
4343 sion of law, no Federal funds may be used or otherwise 5
4444 made available to provide or refer for a specified gender 6
4545 transition procedure to an individual under the age of 18 7
4646 or to reimburse any entity for providing such a procedure 8
4747 to such an individual. 9

5151 EFINED.— 11
5252 (1) I
5353 N GENERAL.—For purposes of this para-12
5454 graph, except as provided in paragraph (2), the term 13
5555 ‘‘specified gender transition procedure’’ means, with 14
5656 respect to an individual, any of the following when 15
5757 performed for the purpose of intentionally changing 16
5858 the body of such individual to no longer correspond 17
5959 to their sex: 18
6060 (A) Performing any surgery, including— 19
6161 (i) castration; 20
6262 (ii) orchiectomy; 21
6363 (iii) scrotoplasty; 22
6464 (iv) vasectomy; 23
6565 (v) hysterectomy; 24
6666 (vi) oophorectomy; 25
6767 (vii) ovariectomy; 26

7373 (x) phalloplasty; 3
7474 (xi) vaginoplasty; 4
7575 (xii) vaginectomy; 5
7676 (xiii) vulvoplasty; 6
7777 (xiv) reduction thyrochondroplasty; 7
7878 (xv) chondrolaryngoplasty; 8
7979 (xvi) mastectomy; and 9
8080 (xvii) any plastic, cosmetic, or aes-10
8181 thetic surgery that feminizes or 11
8282 masculinizes the facial or other body fea-12
8383 tures of an individual. 13
8484 (B) Any placement of chest implants to 14
8585 create feminine breasts. 15
8686 (C) Any placement of fat or artificial im-16
8787 plants in the gluteal region. 17
8888 (D) Administering, supplying, prescribing, 18
8989 dispensing, distributing, or otherwise conveying 19
9090 to an individual medications, including— 20
9191 (i) gonadotropin-releasing hormone 21
9292 (GnRH) analogues or other puberty-block-22
9393 ing drugs to stop or delay normal puberty; 23
9494 and 24

9898 (ii) testosterone, estrogen, or other 1
9999 androgens to an individual at doses that 2
100100 are supraphysiologic than would normally 3
101101 be produced endogenously in a healthy in-4
102102 dividual of the same age and sex. 5

104104 XCEPTION.—Paragraph (1) shall not 6
105105 apply to the following when furnished to an indi-7
106106 vidual by a health care provider with the consent of 8
107107 such individual’s parent or legal guardian: 9
108108 (A) Puberty suppression or blocking pre-10
109109 scription drugs for the purpose of normalizing 11
110110 puberty for an individual experiencing pre-12
111111 cocious puberty. 13
112112 (B) Appropriate and medically necessary 14
113113 procedures or treatments to correct for— 15
114114 (i) a medically verifiable genetic dis-16
115115 order of sex development, including— 17
116116 (I) 46,XX chromosomes with 18
117117 virilization; 19
118118 (II) 46,XY chromosomes with 20
119119 undervirilization; and 21
120120 (III) both ovarian and testicular 22
121121 tissue; 23
122122 (ii) sex chromosome structure, sex 24
123123 steroid hormone production, or sex hor-25

128128 by a physician through genetic or bio-2
129129 chemical testing; or 3
130130 (iii) infection, disease, injury, or dis-4
131131 order caused or exacerbated by a previous 5
132132 procedure described in paragraph (1), or a 6
133133 physical disorder, physical injury, or phys-7
134134 ical illness that would, as certified by a 8
135135 physician, place the individual in imminent 9
136136 danger of death or impairment of a major 10
137137 bodily function unless the procedure is per-11
138138 formed, not including procedures per-12
139139 formed for the alleviation of mental dis-13
140140 tress. 14

142142 ERTAIN TERMS.—For purposes of this sec-15

145145 EX.—The term ‘‘sex’’, when referring 17
146146 to individual’s sex, shall be understood to refer 18
147147 to either male or female, as biologically deter-19
148148 mined. 20

150150 EMALE.—The term ‘‘female’’, when 21
151151 referring to a natural person, means an indi-22
152152 vidual who naturally has, had, will have, or 23
153153 would have, but for a developmental or genetic 24
154154 anomaly or historical accident, the reproductive 25
