27	27	To prohibit Federal funds from being used to provide certain
28	28	gender transition procedures to minors.
29	29	Be it enacted by the Senate and House of Representa-1
30	30	tives of the United States of America in Congress assembled, 2
31	31	SECTION 1. SHORT TITLE. 3
32	32	This Act may be cited as the ‘‘Protecting Resources 4
33	33	Of Taxpayers to Eliminate Childhood Transgender Sur-5
34	34	geries Act of 2025’’ or the ‘‘PROTECTS Act of 2025’’. 6

42	42	NGENERAL.—Notwithstanding any other provi-4
43	43	sion of law, no Federal funds may be used or otherwise 5
44	44	made available to provide or refer for a specified gender 6
45	45	transition procedure to an individual under the age of 18 7
46	46	or to reimburse any entity for providing such a procedure 8
47	47	to such an individual. 9

49	49	PECIFIEDGENDERTRANSITIONPROCEDURE 10

51	51	EFINED.— 11
52	52	(1) I
53	53	N GENERAL.—For purposes of this para-12
54	54	graph, except as provided in paragraph (2), the term 13
55	55	‘‘specified gender transition procedure’’ means, with 14
56	56	respect to an individual, any of the following when 15
57	57	performed for the purpose of intentionally changing 16
58	58	the body of such individual to no longer correspond 17
59	59	to their sex: 18
60	60	(A) Performing any surgery, including— 19
61	61	(i) castration; 20
62	62	(ii) orchiectomy; 21
63	63	(iii) scrotoplasty; 22
64	64	(iv) vasectomy; 23
65	65	(v) hysterectomy; 24
66	66	(vi) oophorectomy; 25
67	67	(vii) ovariectomy; 26

72	72	(ix) penectomy; 2
73	73	(x) phalloplasty; 3
74	74	(xi) vaginoplasty; 4
75	75	(xii) vaginectomy; 5
76	76	(xiii) vulvoplasty; 6
77	77	(xiv) reduction thyrochondroplasty; 7
78	78	(xv) chondrolaryngoplasty; 8
79	79	(xvi) mastectomy; and 9
80	80	(xvii) any plastic, cosmetic, or aes-10
81	81	thetic surgery that feminizes or 11
82	82	masculinizes the facial or other body fea-12
83	83	tures of an individual. 13
84	84	(B) Any placement of chest implants to 14
85	85	create feminine breasts. 15
86	86	(C) Any placement of fat or artificial im-16
87	87	plants in the gluteal region. 17
88	88	(D) Administering, supplying, prescribing, 18
89	89	dispensing, distributing, or otherwise conveying 19
90	90	to an individual medications, including— 20
91	91	(i) gonadotropin-releasing hormone 21
92	92	(GnRH) analogues or other puberty-block-22
93	93	ing drugs to stop or delay normal puberty; 23
94	94	and 24

98	98	(ii) testosterone, estrogen, or other 1
99	99	androgens to an individual at doses that 2
100	100	are supraphysiologic than would normally 3
101	101	be produced endogenously in a healthy in-4
102	102	dividual of the same age and sex. 5
103	103	(2) E
104	104	XCEPTION.—Paragraph (1) shall not 6
105	105	apply to the following when furnished to an indi-7
106	106	vidual by a health care provider with the consent of 8
107	107	such individual’s parent or legal guardian: 9
108	108	(A) Puberty suppression or blocking pre-10
109	109	scription drugs for the purpose of normalizing 11
110	110	puberty for an individual experiencing pre-12
111	111	cocious puberty. 13
112	112	(B) Appropriate and medically necessary 14
113	113	procedures or treatments to correct for— 15
114	114	(i) a medically verifiable genetic dis-16
115	115	order of sex development, including— 17
116	116	(I) 46,XX chromosomes with 18
117	117	virilization; 19
118	118	(II) 46,XY chromosomes with 20
119	119	undervirilization; and 21
120	120	(III) both ovarian and testicular 22
121	121	tissue; 23
122	122	(ii) sex chromosome structure, sex 24
123	123	steroid hormone production, or sex hor-25

130	130	(iii) infection, disease, injury, or dis-4
131	131	order caused or exacerbated by a previous 5
132	132	procedure described in paragraph (1), or a 6
133	133	physical disorder, physical injury, or phys-7
134	134	ical illness that would, as certified by a 8
135	135	physician, place the individual in imminent 9
136	136	danger of death or impairment of a major 10
137	137	bodily function unless the procedure is per-11
138	138	formed, not including procedures per-12
139	139	formed for the alleviation of mental dis-13
140	140	tress. 14

142	142	ERTAIN TERMS.—For purposes of this sec-15

145	145	EX.—The term ‘‘sex’’, when referring 17
146	146	to individual’s sex, shall be understood to refer 18
147	147	to either male or female, as biologically deter-19
148	148	mined. 20

150	150	EMALE.—The term ‘‘female’’, when 21
151	151	referring to a natural person, means an indi-22
152	152	vidual who naturally has, had, will have, or 23
153	153	would have, but for a developmental or genetic 24
154	154	anomaly or historical accident, the reproductive 25
