A BILL
To prohibit Federal funds from being used to provide certain
gender transition procedures to minors.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Resources 4
Of Taxpayers to Eliminate Childhood Transgender Sur-5
geries Act of 2025’’ or the ‘‘PROTECTS Act of 2025’’. 6

SEC. 2. PROHIBITING FEDERAL FUNDS FROM BEING USED 1
TO PROVIDE CERTAIN GENDER TRANSITION 2
PROCEDURES TO MINORS. 3
(a) I
NGENERAL.—Notwithstanding any other provi-4
sion of law, no Federal funds may be used or otherwise 5
made available to provide or refer for a specified gender 6
transition procedure to an individual under the age of 18 7
or to reimburse any entity for providing such a procedure 8
to such an individual. 9
(b) S
PECIFIEDGENDERTRANSITIONPROCEDURE 10

EFINED.— 11
(1) I
N GENERAL.—For purposes of this para-12
graph, except as provided in paragraph (2), the term 13
‘‘specified gender transition procedure’’ means, with 14
respect to an individual, any of the following when 15
performed for the purpose of intentionally changing 16
the body of such individual to no longer correspond 17
to their sex: 18
(A) Performing any surgery, including— 19
(i) castration; 20
(ii) orchiectomy; 21
(iii) scrotoplasty; 22
(iv) vasectomy; 23
(v) hysterectomy; 24
(vi) oophorectomy; 25
(vii) ovariectomy; 26

(viii) metoidioplasty; 1
(ix) penectomy; 2
(x) phalloplasty; 3
(xi) vaginoplasty; 4
(xii) vaginectomy; 5
(xiii) vulvoplasty; 6
(xiv) reduction thyrochondroplasty; 7
(xv) chondrolaryngoplasty; 8
(xvi) mastectomy; and 9
(xvii) any plastic, cosmetic, or aes-10
thetic surgery that feminizes or 11
masculinizes the facial or other body fea-12
tures of an individual. 13
(B) Any placement of chest implants to 14
create feminine breasts. 15
(C) Any placement of fat or artificial im-16
plants in the gluteal region. 17
(D) Administering, supplying, prescribing, 18
dispensing, distributing, or otherwise conveying 19
to an individual medications, including— 20
(i) gonadotropin-releasing hormone 21
(GnRH) analogues or other puberty-block-22
ing drugs to stop or delay normal puberty; 23
and 24

(ii) testosterone, estrogen, or other 1
androgens to an individual at doses that 2
are supraphysiologic than would normally 3
be produced endogenously in a healthy in-4
dividual of the same age and sex. 5
(2) E
XCEPTION.—Paragraph (1) shall not 6
apply to the following when furnished to an indi-7
vidual by a health care provider with the consent of 8
such individual’s parent or legal guardian: 9
(A) Puberty suppression or blocking pre-10
scription drugs for the purpose of normalizing 11
puberty for an individual experiencing pre-12
cocious puberty. 13
(B) Appropriate and medically necessary 14
procedures or treatments to correct for— 15
(i) a medically verifiable genetic dis-16
order of sex development, including— 17
(I) 46,XX chromosomes with 18
virilization; 19
(II) 46,XY chromosomes with 20
undervirilization; and 21
(III) both ovarian and testicular 22
tissue; 23
(ii) sex chromosome structure, sex 24
steroid hormone production, or sex hor-25

mone action, if determined to be abnormal 1
by a physician through genetic or bio-2
chemical testing; or 3
(iii) infection, disease, injury, or dis-4
order caused or exacerbated by a previous 5
procedure described in paragraph (1), or a 6
physical disorder, physical injury, or phys-7
ical illness that would, as certified by a 8
physician, place the individual in imminent 9
danger of death or impairment of a major 10
bodily function unless the procedure is per-11
formed, not including procedures per-12
formed for the alleviation of mental dis-13
tress. 14
(3) C
ERTAIN TERMS.—For purposes of this sec-15
tion: 16
(A) S
EX.—The term ‘‘sex’’, when referring 17
to individual’s sex, shall be understood to refer 18
to either male or female, as biologically deter-19
mined. 20
(B) F
EMALE.—The term ‘‘female’’, when 21
referring to a natural person, means an indi-22
vidual who naturally has, had, will have, or 23
would have, but for a developmental or genetic 24
anomaly or historical accident, the reproductive 25

system that at some point produces, transports, 1
and utilizes eggs for fertilization. 2
(C) M
ALE.—The term ‘‘male’’, when refer-3
ring to a natural person, means an individual 4
who naturally has, had, will have, or would 5
have, but for a developmental or genetic anom-6
aly or historical accident, the reproductive sys-7
tem that at some point produces, transports, 8
and utilizes sperm for fertilization. 9
