2424 SECTION 1. SHORT TITLE. 3
2525 This Act may be cited as the ‘‘Helping Owners with 4
2626 Unaffordable Shoddy Edicts Act of 2025’’ or the 5
2727 ‘‘HOUSE Act of 2025’’. 6

3333 NGENERAL.—The Secretary of Housing and 2
3434 Urban Development and the Secretary of Agriculture— 3
3535 (1) shall withdraw the final determination an-4
3636 nounced in the notice of final determination entitled 5
3737 ‘‘Adoption of Energy Efficiency Standards for New 6
3838 Construction of HUD- and USDA-Financed Hous-7
3939 ing’’ (89 Fed. Reg. 33112); 8
4040 (2) may not take any action or use any Federal 9
4141 funds to implement or enforce the final determina-10
4242 tion described in paragraph (1) or any substantially 11
4343 similar final determination; and 12
4444 (3) shall revert energy efficiency standards for 13
4545 covered programs under such final determination to 14
4646 the energy efficiency standards required before such 15
4747 final determination. 16

5252 The Secretary of Veterans Affairs may not take any 19

6868 ONSIDERATION OF STATESTANDARDS.—Sec-4
6969 tion 109(d) of the Cranston-Gonzalez National Affordable 5
7070 Housing Act (42 U.S.C. 12709(d)) is amended— 6
7171 (1) in paragraph (1), by striking ‘‘and’’ at the 7
7272 end; 8
7373 (2) in paragraph (2), by striking the period at 9
7474 the end and inserting ‘‘; and’’; and 10
7575 (3) by adding at the end the following: 11
7676 ‘‘(3) not less than 26 States have adopted an 12
7777 energy efficiency code or standard that meets or ex-13
7878 ceeds the requirements of the revised code or stand-14
7979 ard.’’. 15
