fairs, for a period to be subsequently determined by the Speaker, in each 
case for consideration of such provisions as fall within the jurisdiction of 
the committee concerned 
A BILL 
To require the Secretary of Housing and Urban Development 
and the Secretary of Agriculture to withdraw a final 
determination relating to energy efficiency standards for 
housing, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Helping Owners with 4
Unaffordable Shoddy Edicts Act of 2025’’ or the 5
‘‘HOUSE Act of 2025’’. 6

SEC. 2. ENERGY EFFICIENCY STANDARDS FOR HOUSING. 1
(a) I
NGENERAL.—The Secretary of Housing and 2
Urban Development and the Secretary of Agriculture— 3
(1) shall withdraw the final determination an-4
nounced in the notice of final determination entitled 5
‘‘Adoption of Energy Efficiency Standards for New 6
Construction of HUD- and USDA-Financed Hous-7
ing’’ (89 Fed. Reg. 33112); 8
(2) may not take any action or use any Federal 9
funds to implement or enforce the final determina-10
tion described in paragraph (1) or any substantially 11
similar final determination; and 12
(3) shall revert energy efficiency standards for 13
covered programs under such final determination to 14
the energy efficiency standards required before such 15
final determination. 16

CTION BYADDITIONALAGENCIES.— 17
(1) D
EPARTMENT OF VETERANS AFFAIRS .— 18
The Secretary of Veterans Affairs may not take any 19
action or use any Federal funds to implement or en-20
force a final determination that is substantially simi-21
lar to the final determination described in subsection 22
(a)(1). 23
(2) F
EDERAL HOUSING FINANCE AGENCY .— 24
Notwithstanding any other provision of law, the Di-25
rector of the Federal Housing Finance Agency may 26

not finalize, implement, or enforce a determination 1
or rule relating to energy efficiency standards for 2
single and multifamily housing. 3
(c) C
ONSIDERATION OF STATESTANDARDS.—Sec-4
tion 109(d) of the Cranston-Gonzalez National Affordable 5
Housing Act (42 U.S.C. 12709(d)) is amended— 6
(1) in paragraph (1), by striking ‘‘and’’ at the 7
end; 8
(2) in paragraph (2), by striking the period at 9
the end and inserting ‘‘; and’’; and 10
(3) by adding at the end the following: 11
‘‘(3) not less than 26 States have adopted an 12
energy efficiency code or standard that meets or ex-13
ceeds the requirements of the revised code or stand-14
ard.’’. 15
