CONGRESSIONAL BUDGET OFFICE PANEL OF 1 HEALTH ADVISORS. 2 (a) I NGENERAL.—Title II of the Congressional 3 Budget and Impoundment Control Act of 1974 (2 U.S.C. 4 601 et seq.) is amended by adding at the end the fol-5 lowing: 6 ‘‘SEC. 204. PANEL OF HEALTH ADVISORS. 7 ‘‘(a) I NGENERAL.—The Panel of Health Advisors 8 (in this section referred to as the ‘Panel’) shall be within 9 the Congressional Budget Office. 10 ‘‘(b) D UTIES ANDPRIORITYTARGETAREAS.— 11 ‘‘(1) D UTIES.—The Panel shall— 12 ‘‘(A) provide technical and functional ex-13 pertise and recommendations to the Congres-14 sional Budget Office to improve the office’s 15 studies, analysis, and cost estimates related to 16 health and health care issues and policies; 17 ‘‘(B) meet at least once annually; and 18 ‘‘(C) issue an annual report to the chair 19 and ranking minority members of the Com-20 mittee on the Budget of the House of Rep-21 resentatives and the Committee on the Budget 22 of the Senate which— 23 ‘‘(i) details the work of the Panel and 24 includes such recommendations as have 25 been approved by a vote of at least 9 mem-26 VerDate Sep 11 2014 00:28 Feb 22, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H751.IH H751 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 751 IH bers of the Panel and provided to the Con-1 gressional Budget Office; and 2 ‘‘(ii) includes a description prepared 3 by the Director of the Congressional Budg-4 et Office detailing how the office utilized 5 any such recommendations provided under 6 clause (i) and the extent to which any such 7 recommendations were integrated into the 8 office’s studies and cost estimates. 9 ‘‘(2) P RIORITY TARGET AREAS .—For the pur-10 poses of this section, the Director of the Congres-11 sional Budget Office, in consultation with the chairs 12 and ranking minority members of the Committee on 13 the Budget of the House of Representatives and the 14 Committee on the Budget of the Senate, as well as 15 members on the Panel, shall determine priorities to 16 address in meetings of the Panel, and the report de-17 tailed under paragraph (1)(C). The Panel shall pro-18 vide expertise and recommendations under para-19 graph (1) with specific respect to the following 20 areas: 21 ‘‘(A) Non-economic and economic studies 22 on health and health care issues and policies 23 developed by the Congressional Budget Office. 24 VerDate Sep 11 2014 00:28 Feb 22, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H751.IH H751 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 751 IH ‘‘(B) Official cost estimates prepared by 1 the Congressional Budget Office for proposed 2 health care legislation. 3 ‘‘(C) Models developed and utilized by the 4 Congressional Budget Office to project non-eco-5 nomic and economic impacts of health care pol-6 icy changes and legislation. 7 ‘‘(D) Health care components of the Con-8 gressional Budget Office’s annual Budget and 9 Economic Outlook publications, Federal Health 10 Subsidies for Health Insurance reports, Health 11 Insurance Coverage Projections, and other offi-12 cial publications related to health and health 13 care by the Congressional Budget Office. 14 ‘‘(3) P UBLICATION.—The Director of the Con-15 gressional Budget Office shall publish, on the Of-16 fice’s public website, the annual report prepared pur-17 suant to paragraph (1)(C). 18 ‘‘(4) E THICAL DISCLOSURE ; CONFIDEN-19 TIALITY.—The Director of the Congressional Budget 20 Office may establish— 21 ‘‘(A) a system for public disclosure by 22 members of the Panel related to potential con-23 flicts of interest relating to such members; and 24 VerDate Sep 11 2014 00:28 Feb 22, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H751.IH H751 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 751 IH ‘‘(B) confidentiality agreements with mem-1 bers of the Panel to protect information ob-2 tained by the Government on a confidential 3 basis to inform official work products and con-4 fidential congressional requests for analytical 5 reports and budgetary scoring estimates. 6 ‘‘(c) M EMBERSHIP.— 7 ‘‘(1) N UMBER AND APPOINTMENT .—The mem-8 bership of the Panel shall include 15 members ap-9 pointed not later than 90 days after the date of the 10 enactment of this section, of which— 11 ‘‘(A) 3 members shall be appointed by the 12 chair of the Committee on the Budget of the 13 House of Representatives; 14 ‘‘(B) 3 members shall be appointed by the 15 ranking minority member of the Committee on 16 the Budget of the House of Representatives; 17 ‘‘(C) 3 members shall be appointed by the 18 chair of the Committee on the Budget of the 19 Senate; 20 ‘‘(D) 3 members shall be appointed by the 21 ranking minority member of the Committee on 22 the Budget of the Senate; and 23 ‘‘(E) 3 members shall be appointed by the 24 Director of the Congressional Budget Office. 25 VerDate Sep 11 2014 00:28 Feb 22, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H751.IH H751 ssavage on LAPJG3WLY3PROD with BILLS 6 •HR 751 IH ‘‘(2) QUALIFICATIONS.—The membership of the 1 Panel shall aim to include, but not be limited to, in-2 dividuals with national recognition for their expertise 3 in health finance and economics, actuarial science, 4 health facility management, life sciences and drug 5 development, investment in health care companies, 6 health plans and integrated delivery systems, reim-7 bursement of health facilities, allopathic and osteo-8 pathic physicians, and other providers of health serv-9 ices, Medicare, Medicaid, and other related fields. 10 ‘‘(3) S PECIAL GOVERNMENT EMPLOYEES .— 11 Members of the Panel shall serve as special Govern-12 ment employees (as defined in section 202(a) of title 13 18, United States Code). 14 ‘‘(d) T ERMS.— 15 ‘‘(1) I N GENERAL.—The terms of the members 16 of the Panel shall be for 3 years, except that the Di-17 rector of the Congressional Budget Office shall des-18 ignate staggered terms of the members first ap-19 pointed. 20 ‘‘(2) V ACANCIES.— 21 ‘‘(A) I N GENERAL.—A vacancy in the 22 Panel shall be filled in the manner in which the 23 original appointment was made. 24 VerDate Sep 11 2014 00:28 Feb 22, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H751.IH H751 ssavage on LAPJG3WLY3PROD with BILLS 7 •HR 751 IH ‘‘(B) TERM OF MEMBER APPOINTED TO 1 FILL VACANCY.—Any member appointed to fill 2 a vacancy occurring before the expiration of the 3 term for which the member’s predecessor was 4 appointed shall be appointed only for the re-5 mainder of that term, except that a member 6 may serve after the expiration of that member’s 7 term until a successor has taken office. 8 ‘‘(3) C HAIR; VICE CHAIR.— 9 ‘‘(A) I N GENERAL.—The Director of the 10 Congressional Budget Office shall designate a 11 member of the Panel, at the time of appoint-12 ment of the member, as chair and a member as 13 vice chair for that term of appointment, except 14 that in the case of vacancy of the chair or vice 15 chair, the Director of the Congressional Budget 16 Office may designate another member for the 17 remainder of that member’s term. 18 ‘‘(B) R EQUIREMENTS.— The chair and 19 vice chair shall be appointed by the Director of 20 the Congressional Budget Office— 21 ‘‘(i) after considering recommenda-22 tions received from the chairs of the Com-23 mittees on the Budget of the House of 24 Representatives and the Senate; and 2 ‘‘(iii) solely on the basis of their fit-3 ness to perform their duties. 4 ‘‘(4) L IMITS.—Members of the Panel shall be 5 limited to two 3-year terms, for a total of not to ex-6 ceed 6 years of service on the Panel. For purposes 7 of this paragraph, any year of service on the Panel 8 by a person appointed to fill a vacancy under para-9 graph (2) shall be included in determining the num-10 ber of years that such person has served on the 11 Panel.’’. 12 (b) C LERICALAMENDMENT.—The table of contents 13 of such Act is amended by inserting after the item relating 14 to section 203 the following: 15 ‘‘204.
