4022 SEC. 2. ACCESSIBILITY AND CLARITY IN COVERED NOTICES 6
4123 FOR SMALL BUSINESS CONCERNS. 7

43-NGENERAL.—Each covered notice shall be written 8
44-in a manner— 9
45-(1) such that a small business concern can easily 10
46-understand the intent of the covered notice; and 11
47-(2) that— 12
48-(A) is clear, concise, and well-organized; 13
49-and 14
50-(B) to the maximum extent practicable, fol-15
51-lows other best practices appropriate to the sub-16
52-ject or field of the covered notice and the in-17
53-tended audience of the covered notice. 18
