36	18		tives of the United States of America in Congress assembled, 2
37	19		SECTION 1. SHORT TITLE. 3
38		-	This Act may be cited as the ‘‘Plain Language in ~~Con-~~4
39		-	~~tracting~~ Act’’. 5
	20	+	This Act may be cited as the ‘‘Plain Language in 4
	21	+	Contracting Act’’. 5
40	22		SEC. 2. ACCESSIBILITY AND CLARITY IN COVERED NOTICES 6
41	23		FOR SMALL BUSINESS CONCERNS. 7
42	24		(a) I
43		-	NGENERAL.—Each covered notice shall be ~~written~~ 8
44		-	~~in a manner~~— 9
45		-	~~(1) such that a small business concern can easily 10~~
46		-	~~understand the intent of the covered notice; and 11~~
47		-	~~(2) that—~~ 12
48		-	(A) is clear, concise, and ~~well-organized; 13~~
49		-	and 14
50		-	(B) to the ~~maximum~~ extent ~~practicable, fol-15~~
51		-	~~lows other best practices appropriate to~~ the ~~sub-16~~
52		-	~~ject or field~~ of ~~the covered notice and the in-17~~
53		-	~~tended audience of the covered notice~~. 18

	33	+	ticable, with the Federal plain language guidelines 4
	34	+	established pursuant to the Plain Writing Act of 5
	35	+	2010 (5 U.S.C. 301 note). 6

	43	+	United States Code, can easily identify and understand 13

67		-	ULEMAKING.—Not later than 90 days after the 3
68		-	date of the enactment of this Act, the Administrator of ~~the 4~~
69		-	Small Business Administration shall issue rules to ~~carry 5~~
