Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Plain Language in Con-4
tracting Act’’. 5
SEC. 2. ACCESSIBILITY AND CLARITY IN COVERED NOTICES 6
FOR SMALL BUSINESS CONCERNS. 7
(a) I
NGENERAL.—Each covered notice shall be written 8
in a manner— 9
(1) such that a small business concern can easily 10
understand the intent of the covered notice; and 11
(2) that— 12
(A) is clear, concise, and well-organized; 13
and 14
(B) to the maximum extent practicable, fol-15
lows other best practices appropriate to the sub-16
ject or field of the covered notice and the in-17
tended audience of the covered notice. 18
(b) I
NCLUSION OFKEYWORDS INCOVEREDNO-19
TICES.—Each covered notice shall, to the maximum extent 20
practicable, include key words in the description of the cov-21
ered notice such that a small business concern seeking con-22
tract opportunities using the single Government-wide point 23
of entry described under section 1708 of title 41, United 24

(c) R
ULEMAKING.—Not later than 90 days after the 3
date of the enactment of this Act, the Administrator of the 4
Small Business Administration shall issue rules to carry 5
out this section. 6
(d) D
EFINITIONS.—In this section: 7
(1) C
OVERED NOTICE.—The term ‘‘covered no-8
tice’’ means a notice pertaining to small business con-9
cerns published by a Federal agency on the single 10
Government-wide point of entry described under sec-11
tion 1708 of title 41, United States Code. 12
(2) S
MALL BUSINESS ACT DEFINITIONS .—The 13
terms ‘‘Federal agency’’ and ‘‘small business concern’’ 14
have the meanings given those terms, respectively, in 15
section 3 of the Small Business Act (15 U.S.C. 632). 16
SEC. 3. COMPLIANCE WITH CUTGO. 17
No additional amounts are authorized to be appro-18
priated to carry out this Act or the amendments made by 19
this Act. 20
