A BILL
To amend the Federal Food, Drug, and Cosmetic Act to
require a warning label advising that the effects of
mifepristone can be counteracted, to amend the Public
Health Service Act to establish a hotline to provide infor-
mation to women seeking to counteract the effects of
mifepristone, and for other purposes.

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Second Chance for 2
Moms Act of 2025’’. 3
SEC. 2. MIFEPRISTONE WARNING LABEL AND HOTLINE. 4
(a) W
ARNINGLABEL.— 5
(1) I
N GENERAL.—Section 502 of the Federal 6
Food, Drug, and Cosmetic Act (21 U.S.C. 352) is 7
amended by adding at the end the following: 8
‘‘(hh) If it is the drug mifepristone, and its labeling 9
does not bear the following statement printed in con-10
spicuous text: ‘WARNING: Medical evidence suggests that 11
the abortifacient effects of mifepristone can be counter-12
acted by natural progesterone, which can increase the 13
chance of fetal survival. The American Society for Repro-14
ductive Medicine has determined that natural progester-15
one is safe in the first trimester of pregnancy. For more 16
information, call [lll].’ (with the blank filled in to 17
refer to the appropriate number for the hotline under sec-18
tion 1009 of the Public Health Service Act).’’. 19
(2) E
FFECTIVE DATE.—Section 502(hh) of the 20
Federal Food, Drug, and Cosmetic Act (as added by 21
paragraph (1)) applies beginning on the date that is 22
6 months after the date of enactment of this Act. 23
(b) H
OTLINE.—Title X of the Public Health Service 24
Act (42 U.S.C. 300 et seq.) is amended by adding at the 25
end the following: 26

‘‘SEC. 1009. HOTLINE FOR REVERSAL OF EFFECTS OF 1
MIFEPRISTONE. 2
‘‘(a) I
NGENERAL.—The Secretary shall establish or 3
maintain, directly or by grant or contract, a toll-free hot-4
line to provide support for 24 hours a day, 7 days a week, 5
for women seeking to reverse the effects of the drug 6
mifepristone. 7
‘‘(b) R
EFERRALS TOAPR PROVIDERSONLY.—A re-8
ferral through the hotline described in subsection (a) may 9
only be made to a health care provider that provides abor-10
tion pill reversal services.’’. 11
