1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘DEI to DIE Act’’. 4
2020 SEC. 2. ELIMINATION OF DIVERSITY, EQUITY, AND INCLU-5
2121 SION IN FEDERAL GOVERNMENT. 6

2323 INDINGS.—Congress finds the following: 7
2424 (1) The Biden Administration forced illegal and 8
2525 immoral discrimination programs, going by the name 9
2626 ‘‘diversity, equity, and inclusion’’ (in this Act re-10

3030 ferred to as ‘‘DEI’’), into virtually all aspects of the 1
3131 Federal Government, in areas ranging from airline 2
3232 safety to the military. 3
3333 (2) This was a concerted effort stemming from 4
3434 President Biden’s first day in office, when he issued 5
3535 Executive Order 13985, ‘‘Advancing Racial Equity 6
3636 and Support for Underserved Communities Through 7
3737 the Federal Government’’. 8
3838 (3) Pursuant to Executive Order 13985 and 9
3939 follow-on orders, nearly every Federal agency and 10
4040 entity submitted ‘‘Equity Action Plans’’ to detail the 11
4141 ways that they have furthered DEIs infiltration of 12
4242 the Federal Government. 13
4343 (4) The public release of these plans dem-14
4444 onstrated immense public waste and shameful dis-15
4545 crimination. 16
4646 (5) That ends today. Americans deserve a Gov-17
4747 ernment committed to serving every person with 18
4848 equal dignity and respect, and to expending precious 19
4949 taxpayer resources only on making America great. 20

5151 LIMINATION.— 21
5252 (1) I
5353 N GENERAL.—The Director of the Office of 22
5454 Management and Budget (in this Act referred to as 23
5555 ‘‘OMB’’), assisted by the Attorney General and the 24
5656 Director of the Office of Personnel Management (in 25

6060 this Act referred to as ‘‘OPM’’), shall coordinate the 1
6161 termination of all discriminatory programs, includ-2
6262 ing illegal diversity, equity, and inclusion (in this 3
6363 Act referred to as ‘‘DEI’’) and diversity, equity, in-4
6464 clusion, and accessibility (in this Act referred to as 5
6565 ‘‘DEIA’’) mandates, policies, programs, preferences, 6
6666 and activities in the Federal Government, under 7
6767 whatever name they appear. 8
6868 (2) A
6969 PPLICATION.—To carry out paragraph (1), 9
7070 the Director of OPM, with the assistance of the At-10
7171 torney General as requested, shall review and revise, 11
7272 as appropriate, all existing Federal employment 12
7373 practices, union contracts, and training policies or 13
7474 programs to comply with this Act. Federal employ-14
7575 ment practices, including Federal employee perform-15
7676 ance reviews, shall reward individual initiative, skills, 16
7777 performance, and hard work and shall not under any 17
7878 circumstances consider DEI or DEIA factors, goals, 18
7979 policies, mandates, or requirements. 19

8181 EQUIREDACTIONS.—Each agency, department, 20
8282 or commission head, in consultation with the Attorney 21
8383 General, the Director of OMB, and the Director of OPM, 22
8484 as appropriate, shall take the following actions not later 23
8585 than 60 days after the date of the enactment of this Act: 24

8989 (1) Terminate, to the maximum extent allowed 1
9090 by law, all DEI, DEIA, and ‘‘environmental justice’’ 2
9191 offices and positions (including ‘‘Chief Diversity Of-3
9292 ficer’’ positions); all ‘‘equity action plans’’, ‘‘equity’’ 4
9393 actions, initiatives, or programs, ‘‘equity-related’’ 5
9494 grants or contracts; and all DEI or DEIA perform-6
9595 ance requirements for employees, contractors, or 7
9696 grantees. 8
9797 (2) Provide the Director of the OMB with a list 9
9898 of all— 10
9999 (A) agency or department DEI, DEIA, or 11
100100 ‘‘environmental justice’’ positions, committees, 12
101101 programs, services, activities, budgets, and ex-13
102102 penditures in existence on November 4, 2024, 14
103103 and an assessment of whether these positions, 15
104104 committees, programs, services, activities, budg-16
105105 ets, and expenditures have been misleadingly re-17
106106 labeled in an attempt to preserve their pre-No-18
107107 vember 4, 2024 function; 19
108108 (B) Federal contractors who have provided 20
109109 DEI training or DEI training materials to 21
110110 agency or department employees; and 22
111111 (C) Federal grantees who received Federal 23
112112 funding to provide or advance DEI, DEIA, or 24

116116 ‘‘environmental justice’’ programs, services, or 1
117117 activities since January 20, 2021. 2
118118 (3) Direct the deputy agency or department 3
119119 head to— 4
120120 (A) assess the operational impact (includ-5
121121 ing the number of new DEI hires) and cost of 6
122122 the prior administration’s DEI, DEIA, and 7
123123 ‘‘environmental justice’’ programs and policies; 8
124124 and 9
125125 (B) recommend actions, such as congres-10
126126 sional notifications under section 530D of title 11
127127 28, United States Code, to align agency or de-12
128128 partment programs, activities, policies, regula-13
129129 tions, guidance, employment practices, enforce-14
130130 ment activities, contracts (including set-asides), 15
131131 grants, consent orders, and litigating positions 16
132132 with the policy of equal dignity and respect 17
133133 identified in subsection (a) of this Act. The 18
134134 agency or department head and the Director of 19
135135 OMB shall jointly ensure that the deputy agen-20
136136 cy or department head has the authority and 21
137137 resources needed to carry out this Act. 22

139139 EETINGS.—To inform and advise the President, 23
140140 so that he may formulate appropriate and effective civil- 24
141141 rights policies for the Executive Branch, the Assistant to 25

145145 the President for Domestic Policy shall convene a monthly 1
146146 meeting attended by the Director of OMB, the Director 2
147147 of OPM, and each deputy agency or department head to— 3
148148 (1) hear reports on the prevalence and the eco-4
149149 nomic and social costs of DEI, DEIA, and ‘‘environ-5
150150 mental justice’’ in agency or department programs, 6
151151 activities, policies, regulations, guidance, employ-7
152152 ment practices, enforcement activities, contracts (in-8
153153 cluding set-asides), grants, consent orders, and liti-9
154154 gating positions; 10
155155 (2) discuss any barriers to measures to comply 11
156156 with this Act; and 12
157157 (3) monitor and track agency and department 13
158158 progress and identify potential areas for additional 14
159159 Presidential or legislative action to advance the pol-15
160160 icy of equal dignity and respect. 16
161161 (e) S
162162 EVERABILITY.—If any provision of this Act, or 17
163163 the application of any provision to any person or cir-18
164164 cumstance, is held to be invalid, the remainder of this Act 19
165165 and the application of its provisions to any other persons 20
166166 or circumstances shall not be affected. 21
