2034 Section 32(c) of the Small Business Act (15 U.S.C. 7
2135 657b(c)) is amended by adding at the end the following: 8
2236 ‘‘(4) R
2337 EPORT.—Along with the budget justifica-9
2438 tion documents for the Small Business Administra-10
2539 tion submitted to Congress in connection with the 11
2640 budget for a fiscal year submitted under section 12
2741 1105 of title 31, United States Code, the Adminis-13
2842 trator shall submit a report— 14
2943 ‘‘(A) discussing the appointments made to 15
3044 and activities of the task force; and 16
3145 ‘‘(B) identifying and outlining a plan for 17
3246 outreach and promotion of the programs and 18
3347 services for veterans, including Veteran Busi-19
3448 ness Outreach Centers, Boots to Business, 20
3549 Boots to Business Reboot, Service-Disabled En-21
3650 trepreneurship Development Training Program, 22
3751 Veteran Institute for Procurement, Women Vet-23
3852 eran Entrepreneurship Training Program, and 24
3953 Veteran Women Igniting the Spirit of Entrepre-25

4460 EPORT ONACCESS TOCREDIT.— 2

4662 N GENERAL.—Not later than 1 year after 3
4763 the date of the enactment of this Act, the Comp-4
4864 troller General of the United States shall submit a 5
4965 report on the ability of small business concerns 6
5066 owned and controlled by covered individuals to ac-7
5167 cess credit to— 8
5268 (A) the Committee on Veterans’ Affairs 9
5369 and the Committee on Small Business and En-10
5470 trepreneurship of the Senate; and 11
5571 (B) the Committee on Veterans’ Affairs 12
5672 and the Committee on Small Business of the 13
5773 House of Representatives. 14

5975 ONTENTS.—The report submitted under 15
6076 paragraph (1) shall include, to the extent prac-16
6177 ticable, an analysis of— 17
6278 (A) the sources of credit used by small 18
6379 business concerns owned and controlled by cov-19
6480 ered individuals and the average percentage of 20
6581 the credit obtained from each source by such 21
6682 concerns; 22
6783 (B) the default rate for small business con-23
6884 cerns owned and controlled by covered individ-24
6985 uals, disaggregated by each source of credit de-25

7694 owned and controlled by covered individuals; 5
7795 (D) gaps, if any, in the availability of cred-6
7896 it for small business concerns owned and con-7
7997 trolled by covered individuals that are not being 8
8098 filled by the Federal Government or private 9
8199 sources; 10
82100 (E) obstacles faced by covered individuals 11
83101 in trying to access credit; 12
84102 (F) the extent to which deployment and 13
85103 other military responsibilities affect the credit 14
86104 history of veterans and Reservists; and 15
87105 (G) the extent to which covered individuals 16
88106 are aware of Federal programs targeted to-17
89107 wards helping covered individuals access credit. 18

109129 MALL BUSINESS ACT DEFINITIONS .—The 9
110130 terms ‘‘service-disabled veteran’’, ‘‘small business 10
111131 concern’’, and ‘‘veteran’’ have the meanings given 11
112132 those terms, respectively, under section 3 of the 12
113133 Small Business Act (15 U.S.C. 632). 13
114134 SEC. 4. COMPLIANCE WITH CUTGO. 14
115135 No additional amounts are authorized to be appro-15
116136 priated to carry out this Act or the amendments made 16
117137 by this Act. 17
