R. 828 AN ACT To require the Administrator of the Small Business Adminis- tration to report on the veterans interagency task force, to require the Comptroller General of the United States to report on access to credit for small business concerns owned and controlled by covered individuals, and for other purposes. Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 2 •HR 828 EH SECTION 1. SHORT TITLE. 1 This Act may be cited as the ‘‘Successful Entrepre-2 neurship for Reservists and Veterans Act’’ or the ‘‘SERV 3 Act’’. 4 SEC. 2. REPORTING REQUIREMENT FOR VETERANS INTER-5 AGENCY TASK FORCE. 6 Section 32(c) of the Small Business Act (15 U.S.C. 7 657b(c)) is amended by adding at the end the following: 8 ‘‘(4) R EPORT.—Along with the budget justifica-9 tion documents for the Small Business Administra-10 tion submitted to Congress in connection with the 11 budget for a fiscal year submitted under section 12 1105 of title 31, United States Code, the Adminis-13 trator shall submit a report— 14 ‘‘(A) discussing the appointments made to 15 and activities of the task force; and 16 ‘‘(B) identifying and outlining a plan for 17 outreach and promotion of the programs and 18 services for veterans, including Veteran Busi-19 ness Outreach Centers, Boots to Business, 20 Boots to Business Reboot, Service-Disabled En-21 trepreneurship Development Training Program, 22 Veteran Institute for Procurement, Women Vet-23 eran Entrepreneurship Training Program, and 24 Veteran Women Igniting the Spirit of Entrepre-25 neurship.’’. 26 3 •HR 828 EH SEC. 3. GAO REPORT ON ACCESS TO CREDIT. 1 (a) R EPORT ONACCESS TOCREDIT.— 2 (1) I N GENERAL.—Not later than 1 year after 3 the date of the enactment of this Act, the Comp-4 troller General of the United States shall submit a 5 report on the ability of small business concerns 6 owned and controlled by covered individuals to ac-7 cess credit to— 8 (A) the Committee on Veterans’ Affairs 9 and the Committee on Small Business and En-10 trepreneurship of the Senate; and 11 (B) the Committee on Veterans’ Affairs 12 and the Committee on Small Business of the 13 House of Representatives. 14 (2) C ONTENTS.—The report submitted under 15 paragraph (1) shall include, to the extent prac-16 ticable, an analysis of— 17 (A) the sources of credit used by small 18 business concerns owned and controlled by cov-19 ered individuals and the average percentage of 20 the credit obtained from each source by such 21 concerns; 22 (B) the default rate for small business con-23 cerns owned and controlled by covered individ-24 uals, disaggregated by each source of credit de-25 scribed in subparagraph (A), as compared to 26 4 •HR 828 EH the default rate for the source of credit for 1 small business concerns generally; 2 (C) the Federal lending programs available 3 to provide credit to small business concerns 4 owned and controlled by covered individuals; 5 (D) gaps, if any, in the availability of cred-6 it for small business concerns owned and con-7 trolled by covered individuals that are not being 8 filled by the Federal Government or private 9 sources; 10 (E) obstacles faced by covered individuals 11 in trying to access credit; 12 (F) the extent to which deployment and 13 other military responsibilities affect the credit 14 history of veterans and Reservists; and 15 (G) the extent to which covered individuals 16 are aware of Federal programs targeted to-17 wards helping covered individuals access credit. 18 (b) D EFINITIONS.—In this Act: 19 (1) C OVERED INDIVIDUAL.—The term ‘‘covered 20 individual’’ means— 21 (A) a veteran; 22 (B) a service-disabled veteran; 23 (C) a Reservist; 24 5 •HR 828 EH (D) the spouse of an individual described 1 in subparagraph (A), (B), or (C); or 2 (E) the spouse of a member of the Armed 3 Forces. 4 (2) R ESERVIST.—The term ‘‘Reservist’’ means 5 a member of a reserve component of the Armed 6 Forces, as described in section 10101 of title 10, 7 United States Code. 8 (3) S MALL BUSINESS ACT DEFINITIONS .—The 9 terms ‘‘service-disabled veteran’’, ‘‘small business 10 concern’’, and ‘‘veteran’’ have the meanings given 11 those terms, respectively, under section 3 of the 12 Small Business Act (15 U.S.C. 632). 13 SEC. 4. COMPLIANCE WITH CUTGO. 14 No additional amounts are authorized to be appro-15 priated to carry out this Act or the amendments made 16 by this Act. 17 Passed the House of Representatives February 24, 2025.
