2121 This Act may be cited as the ‘‘Building Lasting Op-4
2222 portunities for Community K–12 Act’’ or the ‘‘BLOCK 5

2828 Beginning with fiscal year 2026, and each succeeding 2
2929 fiscal year thereafter, the Secretary of Education shall 3
3030 award block grants to each State in an amount that the 4
3131 State received under the provisions listed in section 3 for 5
3232 fiscal year 2025, except as otherwise appropriated by Con-6
3333 gress. 7
3434 SEC. 3. REPEAL OF CERTAIN FORMULA GRANTS UNDER 8
3535 THE ELEMENTARY AND SECONDARY EDU-9
3636 CATION ACT OF 1965. 10
3737 On October 1, 2025, the following provisions of the 11
3838 Elementary and Secondary Education Act of 1965 (20 12
3939 U.S.C. 6301 et seq.) shall be repealed: 13
4040 (1) Grants to local educational agencies under 14
4141 part A of title I (20 U.S.C. 6311 et seq.). 15
4242 (2) State Assessment Grants under part B of 16
4343 title I (20 U.S.C. 6361 et seq.). 17
4444 (3) Migrant Education under part C of title I 18
4545 (20 U.S.C. 6391 et seq.). 19
4646 (4) Neglected and Delinquent under part D of 20
4747 title I (20 U.S.C. 6421 et seq.). 21
4848 (5) Supporting Effective Instruction State 22
4949 Grants under part A of title II (20 U.S.C. 6611 et 23
