BLOCK GRANTS TO STATES. 1 Beginning with fiscal year 2026, and each succeeding 2 fiscal year thereafter, the Secretary of Education shall 3 award block grants to each State in an amount that the 4 State received under the provisions listed in section 3 for 5 fiscal year 2025, except as otherwise appropriated by Con-6 gress. 7 SEC. 3.
