16-NGENERAL.—Not later than 270 days after the 6
17-date of the enactment of this Act, the Administrator of 7
18-the Transportation Security Administration shall submit 8
19-to the Committee on Homeland Security of the House of 9
20-Representatives and the Committee on Commerce, 10
21-Science, and Transportation and the Committee on Home-11
22-land Security and Governmental Affairs of the Senate a 12
23-study on the feasibility of treating as on-duty hours the 13
24-time Transportation Security Administration employees 14
25-working at airport locations spend traveling between reg-15
26-ular duty locations and airport parking lots and bus and 16
27-transit stops. 17

29-ONSIDERATIONS.—In conducting the feasibility 18
30-study required under subsection (a), the Administrator of 19
31-the Transportation Security Administration shall consider 20
32-the following with respect to Transportation Security Ad-21
33-ministration employees: 22
34-(1) The amount of time needed by such employ-23
35-ees to travel between regular duty locations and air-24
36-port parking lots and bus and transit stops at small 25
37-hub airports, medium hub airports, and large hub 26 3

39-airports (as such terms are defined in section 40102 1
40-of title 49, United States Code). 2
41-(2) The amount of time such employees spend 3
42-commuting, on average, exclusive of the time de-4
43-scribed in paragraph (1). 5
44-(3) The potential benefits to such employees 6
45-and the Administration of treating as on-duty hours 7
46-the time described in such paragraph. 8
47-(4) The feasibility of using mobile phones, loca-9
48-tion data, and any other means to allow such em-10
49-ployees to report their arrival to and departure from 11
50-the airport parking lots and bus and transit stops 12
51-concerned. 13
52-(5) The estimated costs of treating as on-duty 14
53-hours the time described in such paragraph, includ-15
54-ing by considering such hours creditable as basic pay 16
55-for retirement purposes. 17
56-(6) Other considerations determined appro-18
57-priate by the Administrator. 19
