3131 657f) is amended by adding at the end the following new 6

3737 ‘‘(1) I
3838 N GENERAL.—The Administrator, in con-11
3939 sultation with the head of the Office of Veterans 12
4040 Business Development, shall provide to covered em-13
4141 ployees at each Federal agency that has not met the 14
4242 goal established under section 15(g)(1)(A)(ii) train-15
4343 ing on how to increase the number of contracts 16
4444 awarded to small business concerns owned and con-17
4545 trolled by service-disabled veterans. 18
4646 ‘‘(2) G
4747 UIDANCE.—Not later than 180 days 19
4848 after the date of the enactment of this subsection, 20
4949 the Administrator, in consultation with the head of 21
5050 the Office of Veterans Business Development, shall 22
5151 issue guidance, including best practices, on increas-23
5252 ing the number of contracts awarded to small busi-24
5353 nesses owned and controlled by service-disabled vet-25

6060 EPORT.—Not later than 1 year after the 3
6161 date of enactment of this subsection, and annually 4
6262 thereafter, the Administrator shall submit to Con-5
6363 gress a report, for the fiscal year covered by the re-6
6464 port, that includes— 7
6565 ‘‘(A) a list of each Federal agency that 8
6666 failed to meet the goal established under section 9
6767 15(g)(1)(A)(ii); 10
6868 ‘‘(B) the number of trainings provided to 11
6969 each Federal agency described in paragraph 12
7070 (1); and 13
7171 ‘‘(C) an overview of the content included in 14
7272 such training sessions.’’. 15
