A BILL 
To amend the Small Business Act to require training on 
increasing contract awards to small business concerns 
owned and controlled by service-disabled veterans, and 
for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Service-Disabled Vet-4
eran Opportunities in Small Business Act’’. 5

SEC. 2. TRAINING ON INCREASING CONTRACT AWARDS TO 1
SMALL BUSINESS CONCERNS OWNED AND 2
CONTROLLED BY SERVICE-DISABLED VET-3

Section 36 of the Small Business Act (15 U.S.C. 5
657f) is amended by adding at the end the following new 6
subsection: 7
‘‘(j) T
RAINING ONINCREASINGCONTRACTAWARDS 8
TOSMALLBUSINESSCONCERNSOWNED AND CON-9
TROLLED BYSERVICE-DISABLEDVETERANS.— 10
‘‘(1) I
N GENERAL.—The Administrator, in con-11
sultation with the head of the Office of Veterans 12
Business Development, shall provide to covered em-13
ployees at each Federal agency that has not met the 14
goal established under section 15(g)(1)(A)(ii) train-15
ing on how to increase the number of contracts 16
awarded to small business concerns owned and con-17
trolled by service-disabled veterans. 18
‘‘(2) G
UIDANCE.—Not later than 180 days 19
after the date of the enactment of this subsection, 20
the Administrator, in consultation with the head of 21
the Office of Veterans Business Development, shall 22
issue guidance, including best practices, on increas-23
ing the number of contracts awarded to small busi-24
nesses owned and controlled by service-disabled vet-25

erans for Federal agencies to which the goal estab-1
lished under section 15(g)(1)(A)(ii) applies. 2
‘‘(3) R
EPORT.—Not later than 1 year after the 3
date of enactment of this subsection, and annually 4
thereafter, the Administrator shall submit to Con-5
gress a report, for the fiscal year covered by the re-6
port, that includes— 7
‘‘(A) a list of each Federal agency that 8
failed to meet the goal established under section 9
15(g)(1)(A)(ii); 10
‘‘(B) the number of trainings provided to 11
each Federal agency described in paragraph 12
(1); and 13
‘‘(C) an overview of the content included in 14
such training sessions.’’. 15
