2222 SECTION 1. SHORT TITLE. 3
2323 This Act may be cited as the ‘‘Countering Subversion 4
2424 and Negligence in Protecting Election Runners Act’’ or 5
2525 the ‘‘Counter SNIPER Act’’. 6

3030 CONFIRMATION OF DIRECTOR. 2
3131 Section 3056 of title 18, United States Code, is 3
3232 amended by adding at the end the following: 4
3333 ‘‘(h)(1) In the case that the Secretary of Homeland 5
3434 Security determines that any Presidential or Vice Presi-6
3535 dential candidate requesting a protective detail or an in-7
3636 crease in assigned protective detail resources is not eligible 8
3737 for such detail or increased resources for the purpose of 9
3838 this section, the Secretary shall submit to the candidate 10
3939 and the advisory committee, within 14 days after such a 11
4040 request is made, a written notice of the Secretary’s deter-12
4141 mination, indicating the criteria that such candidate failed 13
4242 to meet for such purpose. 14
4343 ‘‘(2) Any Presidential or Vice Presidential candidate 15
4444 may submit to the Secretary of Homeland Security a writ-16
4545 ten request to reconsider the determination described in 17
4646 paragraph (1), which may include facts to support that 18
4747 the criteria specified by the Secretary of Homeland Secu-19
4848 rity have been met for the purpose of this section. 20
4949 ‘‘(3) Not later than 14 days after a request for recon-21
5050 sideration is submitted under paragraph (2), the Secretary 22
5151 of Homeland Security shall review such request and sub-23
5252 mit to the Presidential or Vice Presidential candidate a 24
5353 written notice of the Secretary’s final determination on 25
5454 whether the criteria have been met for the purpose of this 26
