A BILL 
To require the Secretary of Homeland Security to provide 
candidates with a justification for candidate protection 
determinations, to require Senate confirmation of the 
Director of the United States Secret Service, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Countering Subversion 4
and Negligence in Protecting Election Runners Act’’ or 5
the ‘‘Counter SNIPER Act’’. 6

SEC. 2. PRESIDENTIAL CANDIDATE PROTECTION; SENATE 1
CONFIRMATION OF DIRECTOR. 2
Section 3056 of title 18, United States Code, is 3
amended by adding at the end the following: 4
‘‘(h)(1) In the case that the Secretary of Homeland 5
Security determines that any Presidential or Vice Presi-6
dential candidate requesting a protective detail or an in-7
crease in assigned protective detail resources is not eligible 8
for such detail or increased resources for the purpose of 9
this section, the Secretary shall submit to the candidate 10
and the advisory committee, within 14 days after such a 11
request is made, a written notice of the Secretary’s deter-12
mination, indicating the criteria that such candidate failed 13
to meet for such purpose. 14
‘‘(2) Any Presidential or Vice Presidential candidate 15
may submit to the Secretary of Homeland Security a writ-16
ten request to reconsider the determination described in 17
paragraph (1), which may include facts to support that 18
the criteria specified by the Secretary of Homeland Secu-19
rity have been met for the purpose of this section. 20
‘‘(3) Not later than 14 days after a request for recon-21
sideration is submitted under paragraph (2), the Secretary 22
of Homeland Security shall review such request and sub-23
mit to the Presidential or Vice Presidential candidate a 24
written notice of the Secretary’s final determination on 25
whether the criteria have been met for the purpose of this 26

section, and provide a copy of such final determination 1
to the advisory committee. 2
‘‘(i) The United States Secret Service shall be headed 3
by a Director, who shall be appointed by the President 4
with the advice and consent of the Senate.’’. 5
