26	26	Be it enacted by the Senate and House of Representa-1
27	27	tives of the United States of America in Congress assembled, 2
28	28	SECTION 1. SHORT TITLE. 3
29	29	This Act may be cited as the ‘‘Drug Cartel Terrorist 4
30	30	Designation Act’’. 5

38	38	ENSE OFCONGRESS.—It is the sense of Con-4
39	39	gress that each of the drug cartels set forth in subsection 5
40	40	(b) meets the criteria for designation as a foreign terrorist 6
41	41	organization as set forth in section 219 of the Immigration 7
42	42	and Nationality Act (8 U.S.C. 1189). 8

44	44	ESIGNATION.—The Secretary of State shall des-9
45	45	ignate each of the following Mexican drug cartels as a for-10
46	46	eign terrorist organization under such section 219: 11
47	47	(1) The Gulf Cartel. 12
48	48	(2) The Cartel Del Noreste. 13
49	49	(3) The Cartel de Sinaloa. 14
50	50	(4) The Cartel de Jalisco Nueva Generacion. 15

52	52	EPORT.— 16

54	54	EPORT REQUIRED .—Not later than 30 17
55	55	days after the date of the enactment of this Act, the 18
56	56	Secretary of State, in consultation with the Director 19
57	57	of National Intelligence, shall submit to the appro-20
58	58	priate committees of Congress— 21
59	59	(A) a detailed report on each of the drug 22
60	60	cartels listed in subsection (b) and any other 23
61	61	cartels the Secretary may identify, including the 24
62	62	criteria met for designation as a foreign ter-25
63	63	rorist organization as set forth in section 219 26

67	67	of the Immigration and Nationality Act (8 1
68	68	U.S.C. 1189); and 2
69	69	(B) for each of the cartels designated 3
70	70	under subsection (b), if the Secretary deter-4
71	71	mines that the drug cartel does not meet the 5
72	72	criteria set forth under such section 219, a de-6
73	73	tailed justification as to which criteria have not 7
74	74	been met. 8

76	76	ESIGNATION OF ADDITIONAL CARTELS .— 9
77	77	Not later than 30 days after the submission of the 10
78	78	report the Secretary shall designate any cartel or 11
79	79	any faction thereof as a foreign terrorist organiza-12
80	80	tion listed in the report that met the criteria for des-13
81	81	ignation as a foreign terrorist organization as set 14
82	82	forth in section 219 of the Immigration and Nation-15
83	83	ality Act (8 U.S.C. 1189). 16

85	85	ORM.—The report required by paragraph 17
86	86	(1) shall— 18
87	87	(A) be submitted in unclassified form, but 19
88	88	may include a classified annex; and 20
89	89	(B) be made available only in electronic 21
90	90	form and shall not be printed, except if a print-22
91	91	ed copy is requested by an office of the legisla-23
92	92	tive branch. 24

97	97	DEFINED.—In this subsection, the term ‘‘appro-2
98	98	priate committees of Congress’’ means— 3
99	99	(A) the Committee on Armed Services, the 4
100	100	Committee on Financial Services, the Com-5
101	101	mittee on Foreign Affairs, the Committee on 6
102	102	the Judiciary, the Committee on Homeland Se-7
103	103	curity, and the Permanent Select Committee on 8
104	104	Intelligence of the House of Representatives; 9
105	105	and 10
106	106	(B) the Committee on Armed Services, the 11
107	107	Committee on Banking, Housing, and Urban 12
108	108	Affairs, the Committee on Foreign Relations, 13
109	109	the Committee on the Judiciary, the Committee 14
110	110	on Homeland Security and Governmental Af-15
111	111	fairs, and the Select Committee on Intelligence 16
112	112	of the Senate. 17

114	114	ULE OFCONSTRUCTION.—Nothing in this Act 18
115	115	may be construed to expand the eligibility for asylum of 19
116	116	any alien by reason of the designation of a drug cartel 20
117	117	as a foreign terrorist organization. 21
