3838 ENSE OFCONGRESS.—It is the sense of Con-4
3939 gress that each of the drug cartels set forth in subsection 5
4040 (b) meets the criteria for designation as a foreign terrorist 6
4141 organization as set forth in section 219 of the Immigration 7
4242 and Nationality Act (8 U.S.C. 1189). 8

4444 ESIGNATION.—The Secretary of State shall des-9
4545 ignate each of the following Mexican drug cartels as a for-10
4646 eign terrorist organization under such section 219: 11
4747 (1) The Gulf Cartel. 12
4848 (2) The Cartel Del Noreste. 13
4949 (3) The Cartel de Sinaloa. 14
5050 (4) The Cartel de Jalisco Nueva Generacion. 15

5252 EPORT.— 16
5353 (1) R
5454 EPORT REQUIRED .—Not later than 30 17
5555 days after the date of the enactment of this Act, the 18
5656 Secretary of State, in consultation with the Director 19
5757 of National Intelligence, shall submit to the appro-20
5858 priate committees of Congress— 21
5959 (A) a detailed report on each of the drug 22
6060 cartels listed in subsection (b) and any other 23
6161 cartels the Secretary may identify, including the 24
6262 criteria met for designation as a foreign ter-25
6363 rorist organization as set forth in section 219 26

7070 under subsection (b), if the Secretary deter-4
7171 mines that the drug cartel does not meet the 5
7272 criteria set forth under such section 219, a de-6
7373 tailed justification as to which criteria have not 7
7474 been met. 8

7676 ESIGNATION OF ADDITIONAL CARTELS .— 9
7777 Not later than 30 days after the submission of the 10
7878 report the Secretary shall designate any cartel or 11
7979 any faction thereof as a foreign terrorist organiza-12
8080 tion listed in the report that met the criteria for des-13
8181 ignation as a foreign terrorist organization as set 14
8282 forth in section 219 of the Immigration and Nation-15
8383 ality Act (8 U.S.C. 1189). 16

8585 ORM.—The report required by paragraph 17
8686 (1) shall— 18
8787 (A) be submitted in unclassified form, but 19
8888 may include a classified annex; and 20
8989 (B) be made available only in electronic 21
9090 form and shall not be printed, except if a print-22
9191 ed copy is requested by an office of the legisla-23
9292 tive branch. 24

9797 DEFINED.—In this subsection, the term ‘‘appro-2

102102 the Judiciary, the Committee on Homeland Se-7
103103 curity, and the Permanent Select Committee on 8
104104 Intelligence of the House of Representatives; 9

106106 (B) the Committee on Armed Services, the 11
107107 Committee on Banking, Housing, and Urban 12
108108 Affairs, the Committee on Foreign Relations, 13
109109 the Committee on the Judiciary, the Committee 14
110110 on Homeland Security and Governmental Af-15
111111 fairs, and the Select Committee on Intelligence 16

114114 ULE OFCONSTRUCTION.—Nothing in this Act 18
115115 may be construed to expand the eligibility for asylum of 19
116116 any alien by reason of the designation of a drug cartel 20
117117 as a foreign terrorist organization. 21
