REPORT ON DESIGNATION OF CERTAIN DRUG CAR-1 TELS AS FOREIGN TERRORIST ORGANIZA-2 TIONS. 3 (a) S ENSE OFCONGRESS.—It is the sense of Con-4 gress that each of the drug cartels set forth in subsection 5 (b) meets the criteria for designation as a foreign terrorist 6 organization as set forth in section 219 of the Immigration 7 and Nationality Act (8 U.S.C. 1189). 8 (b) D ESIGNATION.—The Secretary of State shall des-9 ignate each of the following Mexican drug cartels as a for-10 eign terrorist organization under such section 219: 11 (1) The Gulf Cartel. 12 (2) The Cartel Del Noreste. 13 (3) The Cartel de Sinaloa. 14 (4) The Cartel de Jalisco Nueva Generacion. 15 (c) R EPORT.— 16 (1) R EPORT REQUIRED .—Not later than 30 17 days after the date of the enactment of this Act, the 18 Secretary of State, in consultation with the Director 19 of National Intelligence, shall submit to the appro-20 priate committees of Congress— 21 (A) a detailed report on each of the drug 22 cartels listed in subsection (b) and any other 23 cartels the Secretary may identify, including the 24 criteria met for designation as a foreign ter-25 rorist organization as set forth in section 219 26 VerDate Sep 11 2014 01:10 Feb 28, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H885.IH H885 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 885 IH of the Immigration and Nationality Act (8 1 U.S.C. 1189); and 2 (B) for each of the cartels designated 3 under subsection (b), if the Secretary deter-4 mines that the drug cartel does not meet the 5 criteria set forth under such section 219, a de-6 tailed justification as to which criteria have not 7 been met. 8 (2) D ESIGNATION OF ADDITIONAL CARTELS .— 9 Not later than 30 days after the submission of the 10 report the Secretary shall designate any cartel or 11 any faction thereof as a foreign terrorist organiza-12 tion listed in the report that met the criteria for des-13 ignation as a foreign terrorist organization as set 14 forth in section 219 of the Immigration and Nation-15 ality Act (8 U.S.C. 1189). 16 (3) F ORM.—The report required by paragraph 17 (1) shall— 18 (A) be submitted in unclassified form, but 19 may include a classified annex; and 20 (B) be made available only in electronic 21 form and shall not be printed, except if a print-22 ed copy is requested by an office of the legisla-23 tive branch. 24 VerDate Sep 11 2014 01:10 Feb 28, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H885.IH H885 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 885 IH (4) APPROPRIATE COMMITTEES OF CONGRESS 1 DEFINED.—In this subsection, the term ‘‘appro-2 priate committees of Congress’’ means— 3 (A) the Committee on Armed Services, the 4 Committee on Financial Services, the Com-5 mittee on Foreign Affairs, the Committee on 6 the Judiciary, the Committee on Homeland Se-7 curity, and the Permanent Select Committee on 8 Intelligence of the House of Representatives; 9 and 10 (B) the Committee on Armed Services, the 11 Committee on Banking, Housing, and Urban 12 Affairs, the Committee on Foreign Relations, 13 the Committee on the Judiciary, the Committee 14 on Homeland Security and Governmental Af-15 fairs, and the Select Committee on Intelligence 16 of the Senate. 17 (d) R ULE OFCONSTRUCTION.—Nothing in this Act 18 may be construed to expand the eligibility for asylum of 19 any alien by reason of the designation of a drug cartel 20 as a foreign terrorist organization. 21 Æ VerDate Sep 11 2014 01:10 Feb 28, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H885.IH H885 ssavage on LAPJG3WLY3PROD with BILLS
