6	18		nology Directorate of the Department of Homeland Secu-
7	19		rity to develop a Department-wide policy and process
8	20		to safeguard research and development from unauthor-
9	21		ized access to or disclosure of sensitive information in
10	22		research and development acquisitions, and for other pur-
11	23		poses.

15	29		SECTION 1. SHORT TITLE. 1
16	30		This Act may be cited as the ‘‘Research Security and 2
17	31		Accountability in DHS Act’’. 3
18	32		SEC. 2. SAFEGUARDING SENSITIVE RESEARCH IN THE DE-4
19	33		PARTMENT OF HOMELAND SECURITY. 5
20	34		(a) I
21	35		NGENERAL.—Section 302 of the Homeland Se-6
22	36		curity Act of 2002 (6 U.S.C. 182) is amended— 7
23	37		(1) in paragraph (13), by striking ‘‘and’’ after 8
24	38		the semicolon; 9
25	39		(2) in paragraph (14), by striking the period 10
26	40		and inserting ‘‘; and’’; and 11
27	41		(3) by adding at the end the following new 12
28	42		paragraph: 13
29	43		‘‘(15) developing, in coordination with appro-14
30	44		priate agency officials, a Department-wide policy 15
31	45		and process to safeguard research and development 16
32	46		from unauthorized access to or disclosure of sen-17
33	47		sitive information in research and development ac-18
34	48		quisitions.’’. 19

39	53		after the date of the enactment of this Act, the 22
40	54		Comptroller General of the United States shall sub-23
41	55		mit to the Committee on Homeland Security of the 24

46	62		land Security has complied with National Security 2
47	63		Presidential Memorandum–33 (NSPM–33) and 3
48	64		adopted the National Science and Technology Coun-4
49	65		cil’s 2022 implementation guidance. 5

51	67		LEMENTS.—The report required under 6
52	68		paragraph (1) shall address the following: 7
53	69		(A) How the Department of Homeland Se-8
54	70		curity has complied with disclosure require-9
55	71		ments outlined in NSPM–33, and how viola-10
56	72		tions are reported to the relevant executive 11
57	73		agencies, including in the intelligence commu-12
58	74		nity (as such term is defined in section 3(4) of 13
59	75		the National Security Act of 1947 (50 U.S.C. 14
60	76		3003(4)). 15
61	77		(B) Coordination and compliance with 16
62	78		guidelines established by the National Science 17
63	79		Foundation, the National Science Technology 18
64	80		Council, the Office of Science and Technology 19
65	81		Policy, and other executive agencies regarding 20
66	82		Federal research security. 21
67	83		(C) The role of the Science and Tech-22
68	84		nology Directorate of the Department regarding 23

75	93		days after the date of the enactment of this Act, the Sec-4

77	95		mittee on Homeland Security of the House of Representa-6
78	96		tives and the Committee on Homeland Security and Gov-7
79	97		ernmental Affairs of the Senate a briefing addressing the 8
80	98		development of policies and processes to safeguard De-9
81	99		partment of Homeland Security research and development 10
82	100		in accordance with paragraph (15) of section 302 of the 11
83	101		Homeland Security Act of 2002 (6 U.S.C. 182), as added 12
84	102		by subsection (a). 13
