1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Freedom for Farmers 4
1919 Act of 2025’’. 5
2020 SEC. 2. ABOLISHMENT OF AGENCY FOR TOXIC SUBSTANCES 6

2323 BOLISHMENT OF AGENCY.—The Agency for 8
2424 Toxic Substances and Disease Registry (in this section re-9
2525 ferred to as the ‘‘Agency’’) is abolished effective on the 10

3232 ERMINATION OF FUNCTIONS.—Except as pro-3
3333 vided in subsection (c)(1), all functions of the Agency shall 4
3434 terminate on the date specified in subsection (a). 5

3636 RANSFERREDAUTHORITY.— 6

3838 N GENERAL.—Prior to the date specified in 7
3939 subsection (a), the Secretary of Health and Human 8
4040 Services (in this section referred to as the ‘‘Sec-9
4141 retary’’) shall transfer the authority vested in the 10
4242 Agency by section 104(i)(1)(A) of the Comprehen-11
4343 sive Environmental Response, Compensation, and 12
4444 Liability Act of 1980 (42 U.S.C. 9604(i)(1)(A)) as 13
4545 in effect on the day before the date of enactment of 14
4646 this Act (relating to a national registry of serious 15
4747 diseases and illnesses and a national registry of per-16
4848 sons exposed to toxic substances) to an appropriate 17
4949 agency within the Department of Health and 18
5050 Human Services. 19

5252 ORRESPONDING TRANSFER OF ASSETS 20
5353 AND PERSONNEL.—In connection with the transfer 21
5454 of authority under paragraph (1), the Secretary may 22
5555 transfer within the Department of Health and 23
5656 Human Services such assets, funds, personnel, 24
5757 records, and other property relating to the trans-25

6666 EFINITION.—In this subsection, the term 4
6767 ‘‘wind-up period’’ means the period beginning on the 5
6868 date of the enactment of this Act and ending on the 6
6969 date specified in subsection (a). 7

7171 ESPONSIBILITIES.—The Secretary shall be 8
7272 responsible for— 9
7373 (A) the administration and wind-up, dur-10
7474 ing the wind-up period, of all functions of the 11
7575 Agency that are terminated by this section; 12
7676 (B) the administration and wind-up, dur-13
7777 ing the wind-up period, of any outstanding obli-14
7878 gations of the Federal Government under any 15
7979 programs of the Agency that are terminated by 16
8080 this section; and 17
8181 (C) taking such other actions as may be 18
8282 necessary to wind-up any outstanding affairs of 19
8383 the Agency before the end of the wind-up pe-20
8484 riod. 21
8585 SEC. 3. CONFORMING AMENDMENTS. 22
8686 (a) CERCLA.—The Comprehensive Environmental 23
8787 Response, Compensation, and Liability Act of 1980 (42 24
8888 U.S.C. 9601 et seq.) is amended— 25
