A BILL 
To abolish the Agency for Toxic Substances and Disease 
Registry, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Freedom for Farmers 4
Act of 2025’’. 5
SEC. 2. ABOLISHMENT OF AGENCY FOR TOXIC SUBSTANCES 6
AND DISEASE REGISTRY. 7
(a) A
BOLISHMENT OF AGENCY.—The Agency for 8
Toxic Substances and Disease Registry (in this section re-9
ferred to as the ‘‘Agency’’) is abolished effective on the 10

date that is 1 year after the date of enactment of this 1
Act. 2
(b) T
ERMINATION OF FUNCTIONS.—Except as pro-3
vided in subsection (c)(1), all functions of the Agency shall 4
terminate on the date specified in subsection (a). 5
(c) T
RANSFERREDAUTHORITY.— 6
(1) I
N GENERAL.—Prior to the date specified in 7
subsection (a), the Secretary of Health and Human 8
Services (in this section referred to as the ‘‘Sec-9
retary’’) shall transfer the authority vested in the 10
Agency by section 104(i)(1)(A) of the Comprehen-11
sive Environmental Response, Compensation, and 12
Liability Act of 1980 (42 U.S.C. 9604(i)(1)(A)) as 13
in effect on the day before the date of enactment of 14
this Act (relating to a national registry of serious 15
diseases and illnesses and a national registry of per-16
sons exposed to toxic substances) to an appropriate 17
agency within the Department of Health and 18
Human Services. 19
(2) C
ORRESPONDING TRANSFER OF ASSETS 20
AND PERSONNEL.—In connection with the transfer 21
of authority under paragraph (1), the Secretary may 22
transfer within the Department of Health and 23
Human Services such assets, funds, personnel, 24
records, and other property relating to the trans-25

ferred authority as the Secretary determines to be 1
appropriate. 2
(d) W
IND-UPPERIOD.— 3
(1) D
EFINITION.—In this subsection, the term 4
‘‘wind-up period’’ means the period beginning on the 5
date of the enactment of this Act and ending on the 6
date specified in subsection (a). 7
(2) R
ESPONSIBILITIES.—The Secretary shall be 8
responsible for— 9
(A) the administration and wind-up, dur-10
ing the wind-up period, of all functions of the 11
Agency that are terminated by this section; 12
(B) the administration and wind-up, dur-13
ing the wind-up period, of any outstanding obli-14
gations of the Federal Government under any 15
programs of the Agency that are terminated by 16
this section; and 17
(C) taking such other actions as may be 18
necessary to wind-up any outstanding affairs of 19
the Agency before the end of the wind-up pe-20
riod. 21
SEC. 3. CONFORMING AMENDMENTS. 22
(a) CERCLA.—The Comprehensive Environmental 23
Response, Compensation, and Liability Act of 1980 (42 24
U.S.C. 9601 et seq.) is amended— 25

(1) in section 104 (42 U.S.C. 9604), by amend-1
ing subsection (i) to read as follows: 2
‘‘(i) The Secretary of Health and Human Services 3
shall, in cooperation with the States, maintain a national 4
registry of serious diseases and illnesses and a national 5
registry of persons exposed to toxic substances.’’; 6
(2) in section 111 (42 U.S.C. 9611)— 7
(A) by striking subsection (c)(4); and 8
(B) by striking subsection (m); and 9
(3) in section 310(a)(2) (42 U.S.C. 10
9659(a)(2)), by striking ‘‘and the Administrator of 11
the ATSDR’’. 12

THERCONFORMINGCHANGES.— 13
(1) Section 2704 of title 10, United States 14
Code, is amended by striking subsection (f). 15
(2) Section 405(d)(1) of the Toxic Substances 16
Control Act (15 U.S.C. 2601(d)(1)) is amended by 17
striking ‘‘acting through the Director of the Agency 18
for Toxic Substances and Disease Registry,’’. 19
(3) Section 209(c)(1)(A) of the Fire Adminis-20
tration Authorization Act of 1992 (29 U.S.C. 21
671a(c)(1)(A)) is amended by striking ‘‘the Admin-22
istrator of the Agency for Toxic Substances and Dis-23
ease Registry,’’. 24

(4) Section 118(e)(3)(A) of the Federal Water 1
Pollution Control Act (33 U.S.C. 1268(e)(3)(A)) is 2
amended by striking ‘‘, in consultation with the Re-3
search Office, the Agency for Toxic Substances and 4
Disease Registry, and Great Lakes States’’ and in-5
serting ‘‘, in consultation with the Research Office 6
and Great Lakes States,’’. 7
(5) Section 317F(a) of the Public Health Serv-8
ice Act (42 U.S.C. 247b–7(a)) is amended— 9
(A) in paragraph (1), by striking ‘‘and the 10
Agency for Toxic Substances and Disease Reg-11
istry’’; and 12
(B) in paragraph (2), by striking ‘‘or the 13
Agency for Toxic Substances and Disease Reg-14
istry’’. 15
(6) Section 399S of the Public Health Service 16
Act (42 U.S.C. 280g–7) is amended— 17
(A) in subsection (b)(1)(A)(i)— 18
(i) by inserting ‘‘and’’ at the end of 19
subclause (II); 20
(ii) by striking subclause (III); and 21
(iii) by redesignating subclause (IV) 22
as subclause (III); and 23
(B) in subsection (d)(1)(A)— 24
(i) by striking clause (iv); and 25

(7) Section 399V–6(e)(5) of the Public Health 4
Service Act (42 U.S.C. 280g–17(e)(5)) is amended 5
by striking ‘‘and the Assessments of Chemical Expo-6
sures Program of the Agency for Toxic Substances 7
and Disease Registry’’. 8
(8) Section 3(c) of the ICCVAM Authorization 9
Act of 2000 (42 U.S.C. 285l–3(c)) is amended— 10
(A) by striking paragraph (1); and 11
(B) by redesignating paragraphs (2) 12
through (16) as paragraphs (1) through (15), 13
respectively. 14
(9) Section 2201(e) of the Water Infrastructure 15
Improvements for the Nation Act (42 U.S.C. 300j– 16
12 note) is amended by striking ‘‘the Director of the 17
Agency for Toxic Substances and Disease Registry 18
of’’ each place it appears. 19
(10) Section 2203 of the Water Infrastructure 20
Improvements for the Nation Act (42 U.S.C. 300j– 21
27) is amended— 22
(A) in subsection (b), by striking ‘‘within 23
the Agency for Toxic Substances and Disease 24
Registry or the Centers for Disease Control and 25

(11) Section 709(a)(7) of the Security and Ac-7
countability for Every Port Act of 2006 (42 U.S.C. 8
300hh–14(a)(7)) is amended by striking ‘‘the Agen-9
cy for Toxic Substances and Disease Registry,’’. 10
(12) Section 3001 of the Solid Waste Disposal 11
Act (42 U.S.C. 6921(b)(1)) is amended by striking 12
‘‘the Agency for Toxic Substances and Disease Reg-13
istry and’’. 14
(13) Section 3019 of the Solid Waste Disposal 15
Act (42 U.S.C. 6939a) is amended— 16
(A) by striking subsections (b) through 17
(g); and 18
(B) in subsection (a), by striking the sub-19
section designation and heading. 20
(14) Section 103(d)(2)(A) of the Clean Air Act 21
(42 U.S.C. 7403(d)(2)(A)) is amended by striking 22
‘‘the Agency for Toxic Substances and Disease Reg-23
istry,’’. 24
