A BILL 
To direct the Secretary of Defense to submit a report about 
the effects on national security of the surveillance con-
ducted by the People’s Republic of China via the high- 
altitude surveillance balloon shot down in the airspace 
of the United States in February 2023, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Chinese Spy Balloon 4
Assessment Act’’. 5

SEC. 2. REPORT ON THE EFFECTS ON NATIONAL SECURITY 1
OF CERTAIN SURVEILLANCE CONDUCTED BY 2
THE PEOPLE’S REPUBLIC OF CHINA. 3
(a) R
EPORT.—Not later than 90 days after the date 4
of the enactment of this Act, the Secretary of Defense, 5
in consultation with the President, shall submit to the 6
Committees on Armed Services of the Senate and the 7
House of Representatives a report about the effects on na-8
tional security of surveillance conducted by the People’s 9
Republic of China via the high-altitude surveillance bal-10
loon shot down in the airspace of the United States in 11
February 2023, including— 12
(1) a description of any such effects on military 13
installations; and 14
(2) an analysis of any technology and materials 15
recovered from the high-altitude surveillance balloon, 16
including each country of origin of such technology 17
and materials, if a country of origin can be deter-18
mined. 19
(b) F
ORM.—The report required under this section 20
shall be submitted in an unclassified form, but may in-21
clude a classified annex. 22
(c) M
ILITARYINSTALLATIONDEFINED.—In this sec-23
tion, the term ‘‘military installation’’ has the meaning 24
