A BILL 
To prevent agencies from using unmanned aerial vehicles 
to conduct surveillance of United States citizens, and 
for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Buzz Off Act’’. 4
SEC. 2. PROHIBITING USE OF UNMANNED AERIAL VEHI-5
CLES. 6
(a) S
URVEILLANCE.—A Federal law enforcement 7
agency may not use an unmanned aerial vehicle to inten-8
tionally conduct surveillance of, gather evidence or collect 9
information about, or photographically or electronically 10

record a specifically targeted United States citizen or the 1
specifically targeted private property of a United States 2
citizen. 3
(b) E
XCEPTION.—Notwithstanding subsection (a), a 4
Federal law enforcement agency may use an unmanned 5
aerial vehicle to photograph, or otherwise record a United 6
States citizen for the purposes of publishing or otherwise 7
publicly disseminating such photograph or recording if the 8
agency obtains the written consent of such United States 9
citizen. 10
(c) A
PPLICABILITY.—Subsection (a) shall not apply 11
in the case that— 12
(1) the President, acting through the Secretary 13
of Homeland Security, authorizes use of an un-14
manned aerial vehicle to conduct surveillance if the 15
Secretary certifies in writing under oath that the 16
surveillance is necessary to counter a high risk of a 17
terrorist attack by a specific individual or organiza-18
tion; or 19
(2) the head of a Federal law enforcement 20
agency first obtains a search warrant signed by a 21
judge authorizing the use of an unmanned aerial ve-22
hicle. 23
