AN ACT
To amend section 3(b)(4) of the United States Housing
Act of 1937 to exclude certain disability benefits from
income for the purposes of determining eligibility for
the supported housing program under section 8(o)(19),
and for other purposes.
Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Housing Unhoused 2
Disabled Veterans Act’’. 3
SEC. 2. EXCLUSION OF CERTAIN DISABILITY BENEFITS. 4
Section 3(b)(4)(B) of the United States Housing Act 5
of 1937 (42 U.S.C. 1437a(b)(4)(B)) is amended— 6
(1) by redesignating clauses (iv) and (v) as 7
clauses (vi) and (vii), respectively; and 8
(2) by inserting after clause (iii) the following: 9
‘‘(iv) with respect to the supported 10
housing program under section 8(o)(19), 11
any disability benefits received under chap-12
ter 11 or chapter 15 of title 38, United 13
States Code, received by a veteran, except 14
that this exclusion may not apply to the 15
definition of adjusted income; 16
‘‘(v) with respect to any household re-17
ceiving rental assistance under the sup-18
ported housing program under section 19
8(o)(19) as it relates to eligibility for other 20
types of housing assistance, any disability 21
benefits received under chapter 11 or chap-22
ter 15 of title 38, United States Code, re-23
ceived by a veteran, except that this exclu-24
sion may not apply to the definition of ad-25
justed income;’’. 26 3

SEC. 3. TREATMENT OF CERTAIN DISABILITY BENEFITS. 1
(a) I
NGENERAL.—When determining the eligibility 2
of a veteran to rent a residential dwelling unit constructed 3
on Department property on or after the date of the enact-4
ment of this Act, for which assistance is provided as part 5
of a housing assistance program administered by the Sec-6
retary of Housing and Urban Development and not yet 7
in existence at the time of the enactment of this section, 8
the Secretary shall exclude from income any disability ben-9
efits received under chapter 11 or chapter 15 of title 38, 10
United States Code by such person. 11

EFINITIONS.—In this section: 12
(1) S
ECRETARY.—The term ‘‘Secretary’’ means 13
the Secretary of Housing and Urban Development. 14
(2) D
EPARTMENT PROPERTY .—The term ‘‘De-15
partment property’’ has the meaning given the term 16
in section 901 of title 38, United States Code. 17
