| 31 | 31 | | days after the date of the enactment of this Act, the Presi-5 |

| 32 | 32 | | dent shall impose the sanctions described in subsection (d) 6 |

| 33 | 33 | | with respect to a foreign person the President determines 7 |
|---|
| 34 | 34 | | knowingly, on or after such date of enactment, engages 8 |
|---|
| 35 | 35 | | in a significant transaction with a person that is part of, 9 |
|---|
| 36 | 36 | | or operates for or on behalf of, the rare earth mineral sec-10 |
|---|
| 37 | 37 | | tor of Afghanistan. 11 |
