Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘End Endless Criminal 4 Statutes Act’’. 5 SEC. 2. FINDINGS. 6 Congress finds that actions which may unnecessarily 7 carry criminal penalties under Federal statues include the 8 following: 9 (1) Writing a check for less than $1. 10 VerDate Sep 11 2014 05:14 Jan 29, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H98.IH H98 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •HR 98 IH (2) Selling or possessing colored oleomargarine 1 or colored margarine unless they are packaged and 2 labeled or served in a triangular shape. 3 (3) Discarding produce without sufficient cause 4 or making a false report concerning that produce. 5 (4) Removing a stamp from any mail matter. 6 (5) Making metal coins of original design or at-7 tempting to use such coins. 8 (6) Wearing the uniform of letter carriers of 9 the Postal Service. 10 (7) Detaining a seaman’s clothing. 11 (8) Boarding any vessel about to arrive at her 12 destination before such arrival is complete. 13 (9) Placing mailable matter in a mailbox with-14 out postage attached to it. 15 (10) Sledding on the Capitol grounds when the 16 Capitol Police are directed to prevent any portion of 17 the Capitol grounds from being used as a play-18 ground. 19 SEC. 3. REPEAL OF FEDERAL PROVISIONS. 20 (a) Section 336 of title 18, United States Code, is 21 repealed. 22 (b) Subsections (b), (c), and (d) of section 407 of the 23 Federal Food, Drug, and Cosmetic Act (21 U.S.C. 347) 24 are repealed. 25 VerDate Sep 11 2014 05:14 Jan 29, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H98.IH H98 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 98 IH (c) Section 1 of the Act of March 3, 1927 (7 U.S.C. 1 491; 44 Stat. 1355) is repealed. 2 (d) Section 1720 of title 18, United States Code, is 3 amended by striking ‘‘Whoever unlawfully and willfully re-4 moves from any mail matter any stamp attached thereto 5 in payment of postage; or’’. 6 (e) Section 486 of title 18, United States Code, is 7 amended by striking ‘‘or of original design.’’. 8 (f) Section 11110 of title 46, United States Code, is 9 amended by striking the second sentence. 10 (g) Section 2279 of title 18, United States Code, is 11 repealed. 12 (h) Section 1725 of title 18, United States Code, is 13 repealed. 14 (i) The Act entitled ‘‘An Act to protect the public 15 property, turf, and grass of the Capitol Grounds from in-16 jury.’’ (2 U.S.C. 1963) is repealed. 17 SEC. 4.
