1616 SECTION 1. CONGRESSIONAL FITNESS CHALLENGE. 3
1717 There is established a national recognition program, 4
1818 to be known as the Congressional Fitness Challenge (in 5
1919 this concurrent resolution referred to as the ‘‘Challenge’’), 6
2020 to promote physical fitness and personal achievement 7
2121 among eligible participants through voluntary, perform-8
2222 ance-based fitness tests. 9

2626 SEC. 2. TESTS. 1
2727 The Challenge shall be comprised of the following 2
2828 tests to be administered to eligible participants: 3
2929 (1) 1-mile run or walk, which shall be assessed 4
3030 based on the time taken to run or walk 1 mile. 5
3131 (2) Pull-ups or flexed arm hang, which shall be 6
3232 assessed based on the maximum number of contin-7
3333 uous pull-ups or flexed arm hangs completed with 8
3434 proper form. 9
3535 (3) Curl-ups or sit-ups, which shall be assessed 10
3636 based on the number of curl-ups or sit-ups com-11
3737 pleted in 60 seconds. 12
3838 (4) Shuttle run, which shall be assessed based 13
3939 on the time taken to run 30 feet back and forth be-14
4040 tween 2 parallel lines, picking up a block of wood or 15
4141 similar object twice at 1 such line, for a total of 120 16
4242 feet. 17
4343 (5) Sit-and-reach, which shall be assessed based 18
4444 on the maximum distance reached. 19
4545 SEC. 3. ADMINISTRATION OF CHALLENGE. 20

4747 HALLENGESPONSORS.—The following entities 21
4848 may sponsor the Challenge: 22
4949 (1) A public or private school that provides edu-23
5050 cation in any grade from kindergarten through 24
5151 grade 12. 25

5656 or Senator who organizes a community-based event. 2
5757 (3) An independent entity that provides testing 3
5858 for an eligible participant that attends a home 4
5959 school. 5

6161 ESTADMINISTRATORS.—The tests under sec-6
6262 tion 2 shall be administered by a certified fitness profes-7
6363 sional. 8
6464 SEC. 4. BENCHMARKS. 9
6565 (a) I
6666 NGENERAL.—The covered committees shall con-10
6767 sult with fitness organizations or certified fitness profes-11
6868 sionals to finalize and publish benchmarks that set a per-12
6969 formance standard for each test under section 2 based on 13
7070 age and gender. In finalizing such benchmarks, such com-14
7171 mittees shall take into account the historical standards 15
7272 used in the Presidential Physical Fitness Test. 16
7373 (b) A
7474 DAPTIVESTANDARDS.—Such benchmarks shall 17
7575 include adaptive standards for eligible participants with 18
7676 disabilities. 19
7777 SEC. 5. DATA COLLECTION. 20
7878 (a) I
7979 NGENERAL.—An entity sponsoring the Chal-21
8080 lenge under section 3(a) shall submit to the covered com-22
8181 mittees the data of all eligible participants who participate 23
8282 in the Challenge sponsored by such entity. 24

8686 (b) DATAAGGREGATION.—The covered committees 1
8787 shall aggregate such data based on the gender and age 2
8888 group of such participants across the United States for 3
8989 each 1-year period. 4
9090 SEC. 6. RECOGNITION. 5
9191 (a) I
9292 NGENERAL.—An eligible participant who per-6
9393 forms at or above the benchmarks under section 4 in the 7
9494 gender and age group of such participant for each test 8
9595 under section 2 may receive a certificate that is signed 9
9696 by— 10
9797 (1) the Speaker of the House of Representa-11
9898 tives; 12
9999 (2) the President pro tempore of the Senate; 13
100100 (3) the Member of the House of Representa-14
101101 tives who represents the congressional district in 15
102102 which such participant resides; and 16
103103 (4) the Senator of the State in which such par-17
104104 ticipant resides. 18

106106 ECOGNITIONLEVELS.—For an eligible partici-19
107107 pant who performs at or above the following percentiles 20
108108 in the gender and age group of such participant for each 21
109109 test under section 2, a certificate under subsection (a) 22
110110 shall indicate the lowest recognition level achieved on any 23
111111 such test as follows: 24

117117 (2) Silver level: Top 75th percentile of eligible 3

120120 participants who participated in the Challenge. 6
121121 SEC. 7. ADMINISTRATION AND OVERSIGHT. 7

123123 EGULATIONS AND GUIDANCE.—The covered 8
124124 committees shall jointly— 9
125125 (1) prescribe regulations to oversee the Chal-10
126126 lenge, including— 11
127127 (A) testing protocols; 12
128128 (B) mechanisms to report any information 13
129129 needed for recognition under section 6 to the 14
130130 Member of the House of Representatives who 15
131131 represents the congressional district in which an 16
132132 eligible participant resides and the Senator of 17
133133 the State in which such participant resides; 18
134134 (C) regulations to protect the privacy of el-19
135135 igible participants who participate in the Chal-20
136136 lenge and address the liability risks of sponsors 21
137137 under section 3(a); and 22
138138 (D) uniform standards for submitting data 23
139139 to the covered committees under section 5; and 24
140140 (2) issue guidance on the use of— 25

169169 Law 100–137 (2 U.S.C. 6313) to carry out ac-22
170170 tivities related to the Challenge. 23

172172 LTERNATIVE FUNDING .—Not later than 1 24
173173 year after the date of enactment of this Act, the 25

184184 SEC. 8. DEFINITIONS. 8
185185 In this concurrent resolution: 9

187187 ERTIFIED FITNESS PROFESSIONAL .—The 10
188188 term ‘‘certified fitness professional’’ means a fitness 11
189189 professional with a relevant certification, as deter-12
190190 mined by a sponsor under section 3(a), such as— 13
191191 (A) a physical education teacher at a pub-14
192192 lic or private school that provides education in 15
193193 a grade from kindergarten through grade 12, 16
194194 but only with respect to eligible participants 17
195195 who are in an age group for which such teacher 18
196196 is qualified to administer the tests under sec-19
197197 tion 2; or 20
198198 (B) a physical trainer with a certification 21
199199 from the National Academy of Sports Medicine, 22
200200 the American Council on Exercise, or a similar 23
201201 entity. 24

206206 ered committees’’ means the Committee on House 2

212212 ble participant’’ means a student, including a stu-7
213213 dent attending a public, private, or home school, 8
