Resolved by the House of Representatives (the Senate 1 concurring), 2 SECTION 1. TESTS. 1 The Challenge shall be comprised of the following 2 tests to be administered to eligible participants: 3 (1) 1-mile run or walk, which shall be assessed 4 based on the time taken to run or walk 1 mile. 5 (2) Pull-ups or flexed arm hang, which shall be 6 assessed based on the maximum number of contin-7 uous pull-ups or flexed arm hangs completed with 8 proper form. 9 (3) Curl-ups or sit-ups, which shall be assessed 10 based on the number of curl-ups or sit-ups com-11 pleted in 60 seconds. 12 (4) Shuttle run, which shall be assessed based 13 on the time taken to run 30 feet back and forth be-14 tween 2 parallel lines, picking up a block of wood or 15 similar object twice at 1 such line, for a total of 120 16 feet. 17 (5) Sit-and-reach, which shall be assessed based 18 on the maximum distance reached. 19 SEC. 3. ADMINISTRATION OF CHALLENGE. 20 (a) C HALLENGESPONSORS.—The following entities 21 may sponsor the Challenge: 22 (1) A public or private school that provides edu-23 cation in any grade from kindergarten through 24 grade 12. 25 VerDate Sep 11 2014 00:23 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\HC20.IH HC20 ssavage on LAPJG3WLY3PROD with BILLS 3 •HCON 20 IH (2) A Member of the House of Representatives 1 or Senator who organizes a community-based event. 2 (3) An independent entity that provides testing 3 for an eligible participant that attends a home 4 school. 5 (b) T ESTADMINISTRATORS.—The tests under sec-6 tion 2 shall be administered by a certified fitness profes-7 sional. 8 SEC. 4. BENCHMARKS. 9 (a) I NGENERAL.—The covered committees shall con-10 sult with fitness organizations or certified fitness profes-11 sionals to finalize and publish benchmarks that set a per-12 formance standard for each test under section 2 based on 13 age and gender. In finalizing such benchmarks, such com-14 mittees shall take into account the historical standards 15 used in the Presidential Physical Fitness Test. 16 (b) A DAPTIVESTANDARDS.—Such benchmarks shall 17 include adaptive standards for eligible participants with 18 disabilities. 19 SEC. 5. DATA COLLECTION. 20 (a) I NGENERAL.—An entity sponsoring the Chal-21 lenge under section 3(a) shall submit to the covered com-22 mittees the data of all eligible participants who participate 23 in the Challenge sponsored by such entity. 24 VerDate Sep 11 2014 00:23 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\HC20.IH HC20 ssavage on LAPJG3WLY3PROD with BILLS 4 •HCON 20 IH (b) DATAAGGREGATION.—The covered committees 1 shall aggregate such data based on the gender and age 2 group of such participants across the United States for 3 each 1-year period. 4 SEC. 6. RECOGNITION. 5 (a) I NGENERAL.—An eligible participant who per-6 forms at or above the benchmarks under section 4 in the 7 gender and age group of such participant for each test 8 under section 2 may receive a certificate that is signed 9 by— 10 (1) the Speaker of the House of Representa-11 tives; 12 (2) the President pro tempore of the Senate; 13 (3) the Member of the House of Representa-14 tives who represents the congressional district in 15 which such participant resides; and 16 (4) the Senator of the State in which such par-17 ticipant resides. 18 (b) R ECOGNITIONLEVELS.—For an eligible partici-19 pant who performs at or above the following percentiles 20 in the gender and age group of such participant for each 21 test under section 2, a certificate under subsection (a) 22 shall indicate the lowest recognition level achieved on any 23 such test as follows: 24 VerDate Sep 11 2014 00:23 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\HC20.IH HC20 ssavage on LAPJG3WLY3PROD with BILLS 5 •HCON 20 IH (1) Gold level: Top 85th percentile of eligible 1 participants who participated in the Challenge. 2 (2) Silver level: Top 75th percentile of eligible 3 participants who participated in the Challenge. 4 (3) Bronze level: Top 50th percentile of eligible 5 participants who participated in the Challenge. 6 SEC. 7. ADMINISTRATION AND OVERSIGHT. 7 (a) R EGULATIONS AND GUIDANCE.—The covered 8 committees shall jointly— 9 (1) prescribe regulations to oversee the Chal-10 lenge, including— 11 (A) testing protocols; 12 (B) mechanisms to report any information 13 needed for recognition under section 6 to the 14 Member of the House of Representatives who 15 represents the congressional district in which an 16 eligible participant resides and the Senator of 17 the State in which such participant resides; 18 (C) regulations to protect the privacy of el-19 igible participants who participate in the Chal-20 lenge and address the liability risks of sponsors 21 under section 3(a); and 22 (D) uniform standards for submitting data 23 to the covered committees under section 5; and 24 (2) issue guidance on the use of— 25 VerDate Sep 11 2014 00:23 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\HC20.IH HC20 ssavage on LAPJG3WLY3PROD with BILLS 6 •HCON 20 IH (A) a Members’ Representational Allow-1 ance by a Member of the House of Representa-2 tives under subsection (b); and 3 (B) a Senators’ Official Personnel and Of-4 fice Expense Account by a Senator under sub-5 section (b). 6 (b) F UNDINGSOURCES.— 7 (1) I N GENERAL.— 8 (A) M EMBERS’ REPRESENTATIONAL AL -9 LOWANCE.—A Member of the House of Rep-10 resentatives may use amounts provided under 11 the Members’ Representational Allowance of 12 such Member under section 101 of the House 13 of Representatives Administrative Reform Tech-14 nical Corrections Act (2 U.S.C. 5341) to carry 15 out activities related to the Challenge. 16 (B) S ENATORS’ OFFICIAL PERSONNEL AND 17 OFFICE EXPENSE ACCOUNT .—A Senator may 18 use amounts provided under the Senators’ Offi-19 cial Personnel and Office Expense Account of 20 such Senator under the first section of Public 21 Law 100–137 (2 U.S.C. 6313) to carry out ac-22 tivities related to the Challenge. 23 (2) A LTERNATIVE FUNDING .—Not later than 1 24 year after the date of enactment of this Act, the 25 VerDate Sep 11 2014 00:23 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\HC20.IH HC20 ssavage on LAPJG3WLY3PROD with BILLS 7 •HCON 20 IH Subcommittees on the Legislative Branch of the 1 Committees on Appropriations of the House of Rep-2 resentatives and the Senate shall publish a report on 3 the feasibility and desirability of using other funds 4 of the House of Representatives and Senate in cov-5 ering expenses incurred in carrying out the Chal-6 lenge. 7 SEC. 8.
