2424 NGENERAL.—Notwithstanding any provision of 8

3737 ENATE.—This section is enacted by Congress— 6
3838 (1) as an exercise of the rulemaking power of 7
3939 the Senate and House of Representatives, respec-8
4040 tively, and as such is deemed a part of the rules of 9
4141 each House, respectively, but applicable only with re-10
4242 spect to the procedure to be followed in that House 11
4343 in the case of the bill or joint resolution involved, 12
4444 and supersede other rules only to the extent that it 13
4545 is inconsistent with such rules; and 14
4646 (2) with full recognition of the constitutional 15
4747 right of either House to change the rules (so far as 16
4848 relating to the procedure of that House) at any time, 17
4949 in the same manner, and to the same extent as in 18
5050 the case of any other rule of that House. 19
