CONCURRENT RESOLUTION 
Providing for certain procedures for bringing debate to a 
close on any question in the House of Representatives 
and Senate, and for other purposes.

SECTION 1. SHORT TITLE. 3
This resolution may be cited as the ‘‘Majority Rule 4
Resolution’’. 5
SEC. 2. PROCEDURES FOR CONSIDERATION OF BILLS AND 6
RESOLUTIONS. 7
(a) I
NGENERAL.—Notwithstanding any provision of 8
the Rules of the House of Representatives or the Standing 9
Rules of the Senate, the House of Representatives and the 10

Senate may not require that more than a majority of the 1
Members of either House of Congress voting, a quorum 2
being present, is required to bring debate to a close on 3
any question in such House. 4

ULES OFHOUSE OFREPRESENTATIVES AND 5
S
ENATE.—This section is enacted by Congress— 6
(1) as an exercise of the rulemaking power of 7
the Senate and House of Representatives, respec-8
tively, and as such is deemed a part of the rules of 9
each House, respectively, but applicable only with re-10
spect to the procedure to be followed in that House 11
in the case of the bill or joint resolution involved, 12
and supersede other rules only to the extent that it 13
is inconsistent with such rules; and 14
(2) with full recognition of the constitutional 15
right of either House to change the rules (so far as 16
relating to the procedure of that House) at any time, 17
in the same manner, and to the same extent as in 18
the case of any other rule of that House. 19
