15	15	RESOLUTION
16	16	Commemorating the heroic sacrifices of the people of Ukraine
17	17	3 years after Russian President Vladimir Putin’s illegal
18	18	and unprovoked war against Ukraine on February 24,
19	19	2022, and recognizing the terrible cost of Russia’s com-
20	20	mitting crimes against Humanity aggression.
21	21	Whereas Russia initially, and without provocation, invaded
22	22	the sovereign Nation of Ukraine in 2014 when it illegally
23	23	annexed the Crimea, Donetsk, and Luhansk Oblasts;
24	24	Whereas, on February 24, 2022, Russian President Vladimir
25	25	Putin and his administration launched a violent full-scale
26	26	invasion of Ukraine;
27	27	Whereas Russia’s full-scale invasion of Ukraine, intended to
28	28	achieve Vladimir Putin’s goal of seizing all of sovereign

32	32	Ukraine, has proven that Vladimir Putin’s goal will not
33	33	stand or ever come to pass;
34	34	Whereas, after 3 years of war in Ukraine, the people of
35	35	Ukraine continue to demonstrate their commitment to
36	36	defeating the Russian Federation and building a just and
37	37	free democratic country;
38	38	Whereas the war being perpetrated against Ukraine today
39	39	takes place in the context of a long history of occupation
40	40	and persecution against it by authoritarian powers in-
41	41	cluding Russia, the Soviet Union, and Nazi Germany;
42	42	Whereas over 12,000 Ukrainian civilians have been killed and
43	43	nearly 29,178 injured by Russia’s unjustified war of ag-
44	44	gression, wounded by deliberate and indiscriminate Rus-
45	45	sian strikes against Ukraine;
46	46	Whereas over 19,000 Ukrainian-born children have been ille-
47	47	gally abducted by the Russian Federation and sympa-
48	48	thizers and taken to Russian-occupied territory in
49	49	Ukraine or Russia in an attempt to forcibly turn them
50	50	into Russian citizens and erase their Ukrainian heritage
51	51	and identities;
52	52	Whereas the full-scale war in Ukraine has displaced nearly 4
53	53	million people inside the country and 6.8 million people
54	54	into neighboring countries or other countries globally;
55	55	Whereas more than 14,600,000 people are in need of human-
56	56	itarian assistance in Ukraine, representing over one quar-
57	57	ter of Ukraine’s pre-war population;
58	58	Whereas the total value of direct damage and destruction to
59	59	Ukraine’s infrastructure as a result to Russia’s full-scale
60	60	war to educational institutions, museums, religious insti-
61	61	tutions, energy sector, and cultural sites, medical facili-
62	62	ties, residential building and homes, entertainment are-

66	66	nas, digital and telecommunications sector, agricultural
67	67	sector, businesses, government buildings and more is esti-
68	68	mated to be over $400,000,000,000;
69	69	Whereas over 100,000 instances of crimes against humanity
70	70	and war crimes committed by Russian forces, including
71	71	the intentional targeting of civilians, sexual violence, tor-
72	72	ture, mass murder, and other crimes against humanity,
73	73	have been recorded and verified;
74	74	Whereas the international community expressed concerns
75	75	about the whereabouts and treatment of Ukrainians in
76	76	Russian filtration camps who were possibly detained in
77	77	unknown locations at high risk of torture and ill-treat-
78	78	ment;
79	79	Whereas the International Criminal Court has indicted Vladi-
80	80	mir Putin for his role in the war crime of unlawful depor-
81	81	tation of children and transfer from Ukraine to Russia,
82	82	and the United States has determined that Russia com-
83	83	mitted crimes against humanity during its war in
84	84	Ukraine;
85	85	Whereas the involvement of China, Iran, and North Korea in
86	86	furthering the violence being committed against the peo-
87	87	ple of Ukraine, is evidence of the increasing coordination
88	88	of an emerging ‘‘Axis of Tyranny’’, whose primary inten-
89	89	tion is to sow instability at the expense of innocent civil-
90	90	ians and as a means of undermining the security of the
91	91	free world;
92	92	Whereas aside from individual international volunteers,
93	93	Ukraine has fought this war entirely with Ukrainian per-
94	94	sonnel;

98	98	Whereas with aid from the United States and its allies,
99	99	Ukraine has liberated territories that was once occupied
100	100	by Russia;
101	101	Whereas Ukraine has destroyed as much as 40 percent of
102	102	Russia’s entire fighting military forces, including over
103	103	300,000 Russian casualties or as much as 90 percent of
104	104	Russia’s estimated initial invasion force; and
105	105	Whereas, since Ukraine’s successful repulsing of Russia’s ini-
106	106	tial invasion, the Ukrainian people have inspired the
107	107	world through its heroic stand for democratic values:
108	108	Now, therefore, be it
109	109	Resolved, That the House of Representatives— 1
110	110	(1) reaffirms its longtime commitment to the 2
111	111	people of Ukraine and strong support for Ukraine as 3
112	112	it defends itself against Russian aggression; 4
113	113	(2) unequivocally condemns Vladimir Putin and 5
114	114	his authoritarian regime; 6
115	115	(3) stands in solidarity with the people of 7
116	116	Ukraine in commemoration of the terrible costs 8
117	117	Ukraine has borne after 3 years of brutal war; 9
118	118	(4) recognizes the importance of Ukraine’s his-10
119	119	toric fight for the security and prosperity of all na-11
120	120	tions on the continent of Europe and the United 12
121	121	States; 13
122	122	(5) commends the people of Ukraine who are 14
123	123	sacrificing greatly as they seek to rejoin the world 15

138	138	to the Russia-led armed conflict in the Donetsk and 12
139	139	Luhansk regions of Ukraine on the basis of respect 13
140	140	for international law, including the UN Charter; 14
141	141	(8) expresses the need to restore Ukrainian 15
142	142	control over the Ukrainian territories temporarily oc-16
143	143	cupied or controlled by Russia including Crimea and 17
144	144	the Donetsk and Luhansk regions; 18
145	145	(9) confirms the importance of the Budapest 19
146	146	Memorandum of December 5, 1994, and calls on 20
147	147	Russia to fulfill its previous commitments to respect 21
148	148	Ukraine’s sovereignty and territorial integrity within 22
149	149	its internationally recognized borders; 23
150	150	(10) works on building Ukraine’s resilience 24
151	151	against Russian aggression and reaffirmed the im-25
