1616 Commemorating the heroic sacrifices of the people of Ukraine
1717 3 years after Russian President Vladimir Putin’s illegal
1818 and unprovoked war against Ukraine on February 24,
1919 2022, and recognizing the terrible cost of Russia’s com-
2020 mitting crimes against Humanity aggression.
2121 Whereas Russia initially, and without provocation, invaded
2222 the sovereign Nation of Ukraine in 2014 when it illegally
2323 annexed the Crimea, Donetsk, and Luhansk Oblasts;
2424 Whereas, on February 24, 2022, Russian President Vladimir
2525 Putin and his administration launched a violent full-scale
2626 invasion of Ukraine;
2727 Whereas Russia’s full-scale invasion of Ukraine, intended to
2828 achieve Vladimir Putin’s goal of seizing all of sovereign

3232 Ukraine, has proven that Vladimir Putin’s goal will not
3333 stand or ever come to pass;
3434 Whereas, after 3 years of war in Ukraine, the people of
3535 Ukraine continue to demonstrate their commitment to
3636 defeating the Russian Federation and building a just and
3737 free democratic country;
3838 Whereas the war being perpetrated against Ukraine today
3939 takes place in the context of a long history of occupation
4040 and persecution against it by authoritarian powers in-
4141 cluding Russia, the Soviet Union, and Nazi Germany;
4242 Whereas over 12,000 Ukrainian civilians have been killed and
4343 nearly 29,178 injured by Russia’s unjustified war of ag-
4444 gression, wounded by deliberate and indiscriminate Rus-
4545 sian strikes against Ukraine;
4646 Whereas over 19,000 Ukrainian-born children have been ille-
4747 gally abducted by the Russian Federation and sympa-
4848 thizers and taken to Russian-occupied territory in
4949 Ukraine or Russia in an attempt to forcibly turn them
5050 into Russian citizens and erase their Ukrainian heritage
5151 and identities;
5252 Whereas the full-scale war in Ukraine has displaced nearly 4
5353 million people inside the country and 6.8 million people
5454 into neighboring countries or other countries globally;
5555 Whereas more than 14,600,000 people are in need of human-
5656 itarian assistance in Ukraine, representing over one quar-
5757 ter of Ukraine’s pre-war population;
5858 Whereas the total value of direct damage and destruction to
5959 Ukraine’s infrastructure as a result to Russia’s full-scale
6060 war to educational institutions, museums, religious insti-
6161 tutions, energy sector, and cultural sites, medical facili-
6262 ties, residential building and homes, entertainment are-

6666 nas, digital and telecommunications sector, agricultural
6767 sector, businesses, government buildings and more is esti-
6868 mated to be over $400,000,000,000;
6969 Whereas over 100,000 instances of crimes against humanity
7070 and war crimes committed by Russian forces, including
7171 the intentional targeting of civilians, sexual violence, tor-
7272 ture, mass murder, and other crimes against humanity,
7373 have been recorded and verified;
7474 Whereas the international community expressed concerns
7575 about the whereabouts and treatment of Ukrainians in
7676 Russian filtration camps who were possibly detained in
7777 unknown locations at high risk of torture and ill-treat-
7878 ment;
7979 Whereas the International Criminal Court has indicted Vladi-
8080 mir Putin for his role in the war crime of unlawful depor-
8181 tation of children and transfer from Ukraine to Russia,
8282 and the United States has determined that Russia com-
8383 mitted crimes against humanity during its war in
8484 Ukraine;
8585 Whereas the involvement of China, Iran, and North Korea in
8686 furthering the violence being committed against the peo-
8787 ple of Ukraine, is evidence of the increasing coordination
8888 of an emerging ‘‘Axis of Tyranny’’, whose primary inten-
8989 tion is to sow instability at the expense of innocent civil-
9090 ians and as a means of undermining the security of the
9191 free world;
9292 Whereas aside from individual international volunteers,
9393 Ukraine has fought this war entirely with Ukrainian per-
9494 sonnel;

9898 Whereas with aid from the United States and its allies,
9999 Ukraine has liberated territories that was once occupied
100100 by Russia;
101101 Whereas Ukraine has destroyed as much as 40 percent of
102102 Russia’s entire fighting military forces, including over
103103 300,000 Russian casualties or as much as 90 percent of
104104 Russia’s estimated initial invasion force; and
105105 Whereas, since Ukraine’s successful repulsing of Russia’s ini-
106106 tial invasion, the Ukrainian people have inspired the
107107 world through its heroic stand for democratic values:
108108 Now, therefore, be it
109109 Resolved, That the House of Representatives— 1
110110 (1) reaffirms its longtime commitment to the 2
111111 people of Ukraine and strong support for Ukraine as 3
112112 it defends itself against Russian aggression; 4
113113 (2) unequivocally condemns Vladimir Putin and 5
114114 his authoritarian regime; 6
115115 (3) stands in solidarity with the people of 7
116116 Ukraine in commemoration of the terrible costs 8
117117 Ukraine has borne after 3 years of brutal war; 9
118118 (4) recognizes the importance of Ukraine’s his-10
119119 toric fight for the security and prosperity of all na-11
120120 tions on the continent of Europe and the United 12
121121 States; 13
122122 (5) commends the people of Ukraine who are 14
123123 sacrificing greatly as they seek to rejoin the world 15
