Commemorating the heroic sacrifices of the people of Ukraine 3 years after 
Russian President Vladimir Putin’s illegal and unprovoked war against 
Ukraine on February 24, 2022, and recognizing the terrible cost of 
Russia’s committing crimes against Humanity aggression.

to the Committee on Foreign Affairs 
RESOLUTION 
Commemorating the heroic sacrifices of the people of Ukraine 
3 years after Russian President Vladimir Putin’s illegal 
and unprovoked war against Ukraine on February 24, 
2022, and recognizing the terrible cost of Russia’s com-
mitting crimes against Humanity aggression. 
Whereas Russia initially, and without provocation, invaded 
the sovereign Nation of Ukraine in 2014 when it illegally 
annexed the Crimea, Donetsk, and Luhansk Oblasts; 
Whereas, on February 24, 2022, Russian President Vladimir 
Putin and his administration launched a violent full-scale 
invasion of Ukraine; 
Whereas Russia’s full-scale invasion of Ukraine, intended to 
achieve Vladimir Putin’s goal of seizing all of sovereign

Ukraine, has proven that Vladimir Putin’s goal will not 
stand or ever come to pass; 
Whereas, after 3 years of war in Ukraine, the people of 
Ukraine continue to demonstrate their commitment to 
defeating the Russian Federation and building a just and 
free democratic country; 
Whereas the war being perpetrated against Ukraine today 
takes place in the context of a long history of occupation 
and persecution against it by authoritarian powers in-
cluding Russia, the Soviet Union, and Nazi Germany; 
Whereas over 12,000 Ukrainian civilians have been killed and 
nearly 29,178 injured by Russia’s unjustified war of ag-
gression, wounded by deliberate and indiscriminate Rus-
sian strikes against Ukraine; 
Whereas over 19,000 Ukrainian-born children have been ille-
gally abducted by the Russian Federation and sympa-
thizers and taken to Russian-occupied territory in 
Ukraine or Russia in an attempt to forcibly turn them 
into Russian citizens and erase their Ukrainian heritage 
and identities; 
Whereas the full-scale war in Ukraine has displaced nearly 4 
million people inside the country and 6.8 million people 
into neighboring countries or other countries globally; 
Whereas more than 14,600,000 people are in need of human-
itarian assistance in Ukraine, representing over one quar-
ter of Ukraine’s pre-war population; 
Whereas the total value of direct damage and destruction to 
Ukraine’s infrastructure as a result to Russia’s full-scale 
war to educational institutions, museums, religious insti-
tutions, energy sector, and cultural sites, medical facili-
ties, residential building and homes, entertainment are-

nas, digital and telecommunications sector, agricultural 
sector, businesses, government buildings and more is esti-
mated to be over $400,000,000,000; 
Whereas over 100,000 instances of crimes against humanity 
and war crimes committed by Russian forces, including 
the intentional targeting of civilians, sexual violence, tor-
ture, mass murder, and other crimes against humanity, 
have been recorded and verified; 
Whereas the international community expressed concerns 
about the whereabouts and treatment of Ukrainians in 
Russian filtration camps who were possibly detained in 
unknown locations at high risk of torture and ill-treat-
ment; 
Whereas the International Criminal Court has indicted Vladi-
mir Putin for his role in the war crime of unlawful depor-
tation of children and transfer from Ukraine to Russia, 
and the United States has determined that Russia com-
mitted crimes against humanity during its war in 
Ukraine; 
Whereas the involvement of China, Iran, and North Korea in 
furthering the violence being committed against the peo-
ple of Ukraine, is evidence of the increasing coordination 
of an emerging ‘‘Axis of Tyranny’’, whose primary inten-
tion is to sow instability at the expense of innocent civil-
ians and as a means of undermining the security of the 
free world; 
Whereas aside from individual international volunteers, 
Ukraine has fought this war entirely with Ukrainian per-
sonnel;

Whereas with aid from the United States and its allies, 
Ukraine has liberated territories that was once occupied 
by Russia; 
Whereas Ukraine has destroyed as much as 40 percent of 
Russia’s entire fighting military forces, including over 
300,000 Russian casualties or as much as 90 percent of 
Russia’s estimated initial invasion force; and 
Whereas, since Ukraine’s successful repulsing of Russia’s ini-
tial invasion, the Ukrainian people have inspired the 
world through its heroic stand for democratic values: 
Now, therefore, be it 
Resolved, That the House of Representatives— 1
(1) reaffirms its longtime commitment to the 2
people of Ukraine and strong support for Ukraine as 3
it defends itself against Russian aggression; 4
(2) unequivocally condemns Vladimir Putin and 5
his authoritarian regime; 6
(3) stands in solidarity with the people of 7
Ukraine in commemoration of the terrible costs 8
Ukraine has borne after 3 years of brutal war; 9
(4) recognizes the importance of Ukraine’s his-10
toric fight for the security and prosperity of all na-11
tions on the continent of Europe and the United 12
States; 13
(5) commends the people of Ukraine who are 14
sacrificing greatly as they seek to rejoin the world 15

community of free, independent, and democratic Na-1
tions; 2
(6) stands with the people of Ukraine to con-3
tinue a range of substantive measures to prevent ex-4
ternal direct and hybrid aggression against Ukraine 5
and hold Russia accountable for aggression and vio-6
lations of international law; 7
(7) reaffirms to never recognize Russia’s at-8
tempted annexation of Crimea and full support for 9
international efforts, including in the Normandy 10
Format, aimed at negotiating a diplomatic resolution 11
to the Russia-led armed conflict in the Donetsk and 12
Luhansk regions of Ukraine on the basis of respect 13
for international law, including the UN Charter; 14
(8) expresses the need to restore Ukrainian 15
control over the Ukrainian territories temporarily oc-16
cupied or controlled by Russia including Crimea and 17
the Donetsk and Luhansk regions; 18
(9) confirms the importance of the Budapest 19
Memorandum of December 5, 1994, and calls on 20
Russia to fulfill its previous commitments to respect 21
Ukraine’s sovereignty and territorial integrity within 22
its internationally recognized borders; 23
(10) works on building Ukraine’s resilience 24
against Russian aggression and reaffirmed the im-25

portance of the Minsk agreements to end Russian 1
aggression against Ukraine; 2
(11) supports creating security conditions for 3
the full implementation of the Minsk Agreements; 4
(12) aims at deepening Ukraine’s integration 5
into Euro-Atlantic institutions concurrent priorities; 6
and 7
(13) supports the United States-Ukraine Stra-8
tegic Partnership Charter as a platform to advance 9
United States and Ukraine strategic interests. 10
