1818 Expressing the sense of the House of Representatives that
1919 the goal of education in schools across America shall
2020 be that virtually every student in the United States
2121 achieves grade-level reading proficiency, providing them
2222 with the foundation to develop the skills and knowledge
2323 needed for success in school, work, and life.
2424 Whereas literacy is an essential skill for success in the United
2525 States;
2626 Whereas illiteracy continues to challenge thousands of stu-
2727 dents annually across many grade levels;

3131 Whereas illiteracy has been a silent epidemic that has not
3232 been addressed in the United States for decades and now
3333 finds the Nation at a crisis level;
3434 Whereas a literacy gap nationwide, measuring 8th-grade stu-
3535 dents who are reading below proficiency, exists at well
3636 over 50 percent;
3737 Whereas children who struggle to read become adults who
3838 struggle in society, leading to a cycle of poverty;
3939 Whereas literacy transforms the lives of students and creates
4040 strong communities;
4141 Whereas a literacy curriculum with a structured literacy ap-
4242 proach that includes multisensory, phonics, and decoding
4343 components is foundational to reading skills;
4444 Whereas literacy programs that include an individual diag-
4545 nostic assessment overseen by a certified teacher are best
4646 set to improve outcomes;
4747 Whereas research shows students who are tutored 1-on-1, 5
4848 days a week achieve grade-level movement in reading;
4949 Whereas research shows individuals who can read at least at
5050 a high school level are more likely to be hired in the
5151 workforce;
5252 Whereas research shows individuals who can read at least at
5353 a high school level are less likely to be incarcerated;
5454 Whereas research shows Junior Reserve Officers’ Training
5555 Corps students who are reading at a high school level or
5656 better are more likely to be accepted into the military;
5757 and
5858 Whereas the COVID–19 pandemic exacerbated learning loss
5959 among elementary school and secondary school students:

6565 (1) recognizes the goal of education in schools 2
6666 across America shall be that virtually every student 3
6767 in the United States achieves grade-level reading 4
6868 proficiency, providing them with the foundation to 5
6969 develop the skills and knowledge needed for success 6
7070 in school, work, and life; 7
7171 (2) encourages the development and use of lit-8
7272 eracy programs that include 1-on-1 tutoring for each 9
7373 student diagnosed with a literacy gap of 1 year or 10
7474 more, 5 days per week until the student is reading 11
7575 at grade level; 12
7676 (3) encourages State and local governments, in-13
7777 cluding educational agencies, to collaborate with pri-14
7878 vate organizations offering proven literacy programs 15
7979 to identify and implement effective solutions to ad-16
8080 dress illiteracy; and 17
8181 (4) encourages State and local governments, in-18
8282 cluding educational agencies, to collaborate with pri-19
8383 vate organizations that offer proven literacy pro-20
8484 grams to create adult literacy initiatives aimed at 21
8585 helping adults with reading skills below an eighth- 22
